The California Department of Rehabilitation (DOR) is seeking a mission-driven leader to serve as Chief Accounting Officer (Accounting Administrator III) within our Financial Services & Reporting Section (FS&R). This critical position is responsible for the overall direction, management, and accountability of the department’s accounting program, ensuring fiscal integrity and compliance with state and federal requirements. The incumbent plays a key role in safeguarding public resources while supporting DOR’s mission of advancing independence, employment, and equality for Californians with disabilities.
As Chief Accounting Officer, you will oversee complex financial operations exceeding $500 million, manage federal grant and state cash activities, and lead multiple accounting units responsible for essential fiscal functions including general ledger, accounts payable, accounts receivable, payroll/travel, and federal/state reporting. You will serve as the department’s authority on accounting policy, internal controls, and fiscal accountability.

Key Responsibilities:
- Provide strategic oversight of all departmental accounting functions, policies, and internal controls.
- Lead and develop supervisory and professional accounting staff across multiple units.
- Ensure compliance with state and federal fiscal requirements while maintaining program effectiveness.
- Direct cash management, federal grant operations, and financial reporting activities.
- Implement fiscal policies and internal control measures that enhance efficiency and accuracy.
- Build unit culture, improve morale, and establish clear accountability measures.
- Coordinate with program and administrative leadership to align fiscal operations with DOR’s mission.
- Represent FS&R in statewide fiscal and policy discussions.
Required Qualifications:
- Extensive knowledge of governmental accounting principles, policies, and practices.
- Demonstrated success leading and supervising multiple accounting units or functions.
- Proven ability to establish and enforce internal controls, ensure compliance, and manage fiscal risk.
- Strong skills in staff development, accountability, and performance management.
- Experience coordinating with control agencies, auditors, and other stakeholders.
- Excellent communication, problem-solving, and decision-making skills.
