Overview

BizSolutions 360, Inc. (B360) is seeking a highly qualified Construction Inspector (CI) to support Task Orders issued under our newly awarded BPA with the Western Area Power Administration (WAPA). This role supports substation construction inspection for energized and de-energized utility environments, ensuring work is completed in strict compliance with WAPA’s Specifications, Standards, Safety Requirements, and the Performance Work Statement (PWS).

This role is ideal for a safety-oriented professional with strong experience inspecting electrical utility construction, concrete, grounding systems, steel structures, and switching installations.

Key ResponsibilitiesConstruction Inspection & Compliance

  • Perform daily onsite inspections of substation construction activities to verify compliance with:
  • WAPA Construction Standards (Standard 1–15)
  • BPA Task Order PWS requirements
  • Project Specifications for FLM Stage 03 (Electrical, Civil, Metalwork, Concrete)
  • Inspect installation of pad-mounted transformers, disconnect switches, rigid bus, grounding, concrete foundations, steel structures, and conduit systems.

Documentation & Reporting

  • Prepare detailed daily inspection reports, including photographs (minimum 12/week as required).
  • Track construction progress, material usage, contractor compliance, and safety violations.
  • Submit all documentation through WAPA’s Procore system (required under PWS).

Coordination & Communication

  • Coordinate closely with WAPA COR, B360 Project Manager, and contractor personnel.
  • Monitor contractor’s work schedule, sequencing, outage requirements, and safety planning.
  • Review and comment on construction submittals, RFIs, and test reports.
  • Verify completion of work for contractor invoice approval.

Safety & Environmental Oversight

  • Enforce OSHA 1910 & 1926 safety clearances, minimum approach distances, and Lockout/Tagout procedures.
  • Verify compliance with site-specific Safety & Health Plans, Job Hazard Analyses, and Environmental Standards.

Task Order Requirements

  • Review and ensure contractor is complying with:
  • FLM Stage 03 Specification Sections (Divisions 1, 2, 3, 4 & 9).
  • Applicable WAPA Outage Restrictions, Schedule Restrictions, and Submittal Requirements.
  • Support management of Special Work Permits for energized work areas.
  • Inspect delivery, unloading, and installation of WAPA-furnished equipment.

Qualifications Required

  • Minimum 5 years’ experience inspecting substation or high-voltage transmission/distribution construction.
  • Strong ability to interpret engineering drawings, substation schematics, and construction specifications.
  • OSHA 30-Hour Construction Safety certification.
  • CPR/First Aid/AED certification.
  • Deep familiarity with high-voltage safe work practices, grounding, and approach distances.
  • Ability to work independently at remote sites with minimal supervision.
  • U.S. citizenship and valid driver’s license.

Preferred

  • Experience with WAPA, DOE, or similar federal utility agencies.
  • Knowledge of:
  • NEC, NESC
  • OSHA 1926 Subpart V
  • Utility grounding standards
  • Experience using Procore for construction documentation.

Work Schedule & Travel

  • Work is Task Order–based, typically 40 hours/week (Monday–Friday).
  • Travel may be required across Colorado and other WAPA regions (Rocky Mountain, Desert Southwest, Upper Great Plains).
  • Occasional weekend work depending on outage schedules.
  • Must be available for mobilization upon issuance of a Task Order.
