STATEMENT OF DUTIES

General Statement Of Duties:
Provides professional accounting work for the Colorado Judicial Department.

Distinguishing Factors:
The Accountant IV classification is the highest level class in the accountant series. Work assignments are of the highest complexity and require substantial independent judgment. The Accountant IV has direct supervisory responsibilities and assists the Department Controller in leading the accounting unit.

This is a contract position with periodic/variable hours.
Preferred Qualifications
  • Previous accounting experience within the State of Colorado includes succession to an operational or financial leadership role.
  • Working knowledge of the state of Colorado's operational and financial processes including payroll, budget, fiscal year-end, grant management, human resource management, etc.
  • Experience in the state of Colorado accounting system (CORE), and financial reporting platform (infoAdvantage).
  • Ability to operate in a complicated fiscal environment with various funding streams while ensuring compliance with legislative statutes and federal regulations.
  • Ability to provide excellent customer service.
  • Ability to participate effectively in a team setting and to work independently; strong interpersonal and communication skills; effective organizational skills; keeping information confidential is a must; and effective problem-solving skills.
  • Proficiency in Excel in order to track, calculate, document and report for various reasons including financial transactions, organizational tools, audit documentation, management reporting, and external reporting.

ESSENTIAL FUNCTIONS

May oversee the accounting unit in the absence of the Department Controller.
Assists the Department Controller with analyzing financial reports, preparing fiscal year-end exhibits, reconciling accounts, developing training material, teaching classes, and writing fiscal rules.
Prepares, reviews, and/or approves accounting transactions in accordance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) pronouncements, Judicial Branch Fiscal Rules, statutory requirements, and other authoritative guidance. Such transactions may include, but are not limited to, disbursement of funds, receipt and deposit of funds, journal entries, and intra-governmental transfers.
Reviews and identifies accounting procedures and processes that need to be improved; researches appropriate resolutions; and provides recommendations to the Department Controller.
Analyzes data and prepares various financial reports.
Supervises staff as directed by the Department Controller. Plans, schedules, coordinate, and assign work and establish goals and priorities for subordinate employees.
Conducts evaluations and appraisals of employees in the accounting unit as directed by the Department Controller.
Attends meetings and trainings as required.
Performs other duties as assigned.

ESSENTIAL FUNCTIONS CONT.

Supervisor Responsibilities:
Responsible for one’s own work product and work performed within the accounting unit. Provides direct supervision, guidance, and assistance to others. Plans, directs and coordinates activities for the accounting unit. Duties include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. Conducts performance appraisals, and provides input into and participates in discipline, dismissal, and hiring processes.

MINIMUM QUALIFICATIONS

Minimum Education:
Graduation from an accredited college or university with a bachelor's degree in accounting or closely related field, such as finance, and five years of professional accounting experience.


Physical Demands:
While performing the duties of this job, the employee is regularly required to sit; use hands to perform repetitive motions, and talk or hear. The employee frequently is required to walk. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, color vision, depth perception, and ability to adjust focus.


Work Environment:
The noise level in the work environment is usually quiet. May handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously.
