We are seeking a Counsel, Regulatory and Policy to play a key role in developing and implementing policies and processes to support the maintenance of high standards of HR practice. Role Overview
As Counsel, Regulatory and Policy, you will play a pivotal role in ensuring the HRPA fulfils its mandate under the Registered Human Resources Professionals Act, 2013. Using your experience and expertise in administrative and employment law, you will drive enhancements to our practices, policies, and processes; provide legal support and advice to the HRPA; and develop resources for HR professionals.
This role is ideal for a legal professional who thrives on having a varied workday, balancing regulatory operations with policy development and implementation and legal advice—and who is passionate about making a meaningful impact on workplaces in Ontario and beyond.

Key Responsibilities
- Regulatory Oversight & Compliance: Act, or advise the HRPA or committees, in relation to regulatory matters (e.g., complaints, appeals, discipline).
- Policy Development & Implementation: Spearhead enhancements to the HRPA’s regulatory policies and practices.
- Legal Advisory Work: Provide general legal guidance (contracts, legislative changes, caselaw).
- Process Optimization: Identify and implement efficiencies within regulatory operations, enhancing effectiveness.
- Training & Knowledge Sharing: Develop and deliver training programs for committee members and HRPA staff on topics such as legal reasoning, decision writing, and bias.
- Member Engagement & Education: Create legal content for HRPA newsletters, website resources, and professional development initiatives to ensure HR professionals remain informed about their regulatory obligations and changes in the law related to labour and employment.
- JD (called to the Ontario Bar) with 2 to 7 years of legal experience in administrative or employment law (or both).
- A belief in the importance of professional regulation coupled with a growth and development mindset.
- Exceptional written and oral communication skills—accurate, clear, and concise.
- Strong analytical and problem-solving abilities, with a keen eye for detail.
- Ability to manage multiple projects while delivering high-quality work under tight deadlines.
- A proactive, adaptable approach with a commitment to excellence, objectivity, and ethical decision-making.
- Experience with complaints or disciplinary matters at a regulatory body.
- Experience in labour or employment litigation.
