Executive Vice President Of Programs & Impact

The Vice President of Programs & Impact plays a central role in ensuring that Tucson IDA and Groundswell Capital’s initiatives across economic development, small business lending, affordable housing, and climate finance are effectively designed, implemented, and evaluated. This leader will build the systems and processes necessary to ensure that programs operate with clarity, accountability, and measurable outcomes.

The Tucson Industrial Development Authority (Tucson IDA) is a quasi-governmental nonprofit organization whose mission is to enable strategic economic and community development by providing financing and access to capital for projects and programs that benefit a thriving Tucson. Our subsidiary, Groundswell Capital is a nonprofit lending organization focuses on sustainable economic development and access to capital.

Description

We are seeking an experienced and dynamic Vice President of Programs & Impact to lead the design, implementation, and performance of the organization’s programs. This role is responsible for translating strategic opportunities—including new initiatives, partnerships, and funding sources—into well-structured programs that deliver measurable community impact.

The Vice President of Programs & Impact plays a central role in ensuring that Tucson IDA and Groundswell Capital’s initiatives across economic development, small business lending, affordable housing, and climate finance are effectively designed, implemented, and evaluated. This leader will build the systems and processes necessary to ensure that programs operate with clarity, accountability, and measurable outcomes.

The ideal candidate brings strong experience building and managing programs in complex environments, including grant-funded initiatives, mission-driven financial programs, or community development projects. This role requires someone who is both strategic and operational—able to translate ambitious ideas into disciplined program structures, execution plans, and impact measurement systems.
A creative, solutions-oriented approach to problem-solving is essential. Core qualities include integrity, reliability, adaptability, attention to detail, strong project management skills, and a commitment to building resilient and equitable communities.

What You’ll Own
In this role you will lead how our economic development programs are designed, run, and improved across the organization. That includes:

  • Turning new ideas, partnerships, and funding opportunities into real programs with clear goals, budgets, and timelines
  • Making sure programs are running well day-to-day and staying on track
  • Building simple, useful ways to measure impact—not just for reporting, but to make better decisions
  • Keeping teams aligned and moving in the same direction
  • Making sure we meet requirements for grants, funding, and compliance
  • Advising leadership and board on staffing and capacity building approaches to ensure our team is able to implement our core programs with excellence
  • Support Board communications and reporting

What This Role Requires
  • Strong program builder—you’ve taken something from idea to execution before
  • Highly organized and detail-oriented
  • Comfortable managing multiple moving pieces at once
  • Able to work across teams and keep people aligned
  • Clear communicator (especially when things are complicated)
  • Comfortable in environments with funding requirements, reporting, and accountability
  • The ideal candidate has strong financial experience to support our lending and financial teams in making strategic modeling and projections strategies.

Required Skills and Experience
  • Proven track record designing and managing complex programs with measurable outcomes
  • Minimum of 8–10 years of experience managing initiatives in mission-driven organizations, public sector programs, or community development initiatives
  • Strong project management skills with the ability to create detailed work plans and manage competing priorities
  • Experience building performance measurement systems and tracking program impact
  • Strong communication and relationship-building skills with staff, leadership, funders, and
  • community partners
  • Ability to operate in complex environments with multiple stakeholders and compliance requirements

Preferred Skills and Experience
  • Experience working in economic development, nonprofit lending, housing, or climate finance
  • Experience managing grant-funded programs and associated reporting requirements
  • Familiarity with impact measurement frameworks or performance management systems
  • Experience working with entrepreneurs, real estate developers, and community organizations • Deep commitment to equitable economic development and community impact
