The Information Technology Specialist I performs functions in the domain of Software Engineering. The incumbent works as a member of an Agile delivery team responsible for developing web-based applications and supporting systems that provide quality services to the Department of Child Support Services (DCSS). The incumbent will follow Information Technology Software Engineering methods of design, development, testing, as well as providing analysis, administration and support for custom designed systems.
These activities require the individual to analyze data; issues and situations; provide sound deductive reasoning; identify problems; develop sound effective solutions and follow Agile/Scrum software development methodology. This position requires a high-level of technical skill. Ability to exercise a high degree of initiative; independence of action and originality; demonstrate tact, and exercise sound judgment that recognizes the best interests of the State and the Department.

Working Conditions
Department of Child Support Services (DCSS) is a diverse, family-friendly organization. The headquarters office is in Rancho Cordova, convenient to Highway 50, with free parking, close to restaurants and shopping. The facility consists of a standard office workspace, within a 2-story building, and may require sitting for extended periods of time while using a personal computer, reviewing documents, and attending meetings. The position requires occasional travel to off-site meeting locations, conferences, or training. The work environment is fast paced and requires the incumbent to be flexible, use good time management practices, and effectively identify priorities to complete assignments in a timely manner.

Desirable Qualifications
- Experience with web technologies such as Angular, ASP.NET Core, Entity Framework, TypeScript, JavaScript, HTML5, Cascading Style Sheets (CSS), Oauth based authentication services.
- Expertise in .NET framework, Visual Studio, and C# development.
- Knowledge in modern automated web application testing frameworks.
- Experience with Transact-Structured Query Language (T-SQL), Microsoft SQL Server, Integration Services (SSIS), Reporting Services (SSRS), and Git.
- Development of SQL queries and relational database design.
- Expertise in data management, data processing concepts, practices, methods and principles within the Systems Development Life Cycle.
- Experience in Agile Scrum principles and practices.
- Effective communication skills.
