Desirable Qualifications
- Knowledge of business analysis and project management principles and methodologies, the system development life cycle, and software testing practices
- Ability to document requirements effectively using non-technical terms and vocabulary that will be clearly understood by project teams and customers
- Excellent written and verbal communication skills
- Strong analytical, organizational, and problem-solving skills
- Experience resolving complex problems and issues
- Ability to develop and maintain excellent customer service
- Experience working in a team-oriented, collaborative environment
- Ability to adapt to change and act effectively under pressure
- Ability to execute sound judgment and exercise a high degree of independence and initiative in performing a variety of tasks
- Ability to produce technical documentation
- Experience utilizing Microsoft software, including SSRS, SharePoint, MS Office Suite, Visio and MS Project
- Experience leading and facilitating meetings with a diverse audience of both technical and non-technical participants
- Experience with project documentation including business analyses, project charters, software requirements, and process flows
- A relevant degree in Bachelor’s or master’s in Computer Science, Management, Business, Engineering, Project Management, or Mathematics
- Proven experience integrating, configuring, and managing COTS (Commercial-Off-The-Shelf) and SaaS (Software-as-a-Service) solutions in enterprise environments
- Experience designing integrations between disparate systems, including internal platforms and external vendor systems, using APIs, middleware, or ETL tools
- Ability to maintain consistent configurations across development, test, staging, and production environments
- Experience ensuring software and systems comply with security and data protection standards
- Proficiency in monitoring application/system health and performance metrics
- Experience collaborating with third-party vendors to resolve technical issues, facilitate system changes, or negotiate data access
- Knowledge of database structure, access control, and security best practices at the schema/table level
- Experience producing requirements documents, systems architecture and interfaces, data model diagrams, configuration management documents etc.
- Knowledge of principles of public administration, organization, analytical techniques and technical report writing; methods to conduct research, analyze and evaluate information, develop studies and prepare reports.
- Knowledge of state and CDT rules, regulations, policies, practices, and reporting criteria.
- Ability to apply creative thinking in the design and development of methods of processing information with IT systems.
- Ability to analyze information and situations, data and complex business systems, identify problems, reason logically and creatively, draw valid conclusions, and develop effective solutions.
- Ability to learn emerging technologies that may become necessary to support the organization's business and long-term strategic plan.
