Information Technology Specialist Ii

Under general direction of the Information Technology Manager I (ITM I) the Information Technology Specialist II (ITS II) is responsible for managing, coordinating, executing IT procurement, and providing reporting and support across the full range of activities involving IT goods and services procurements. This section encompasses Procurement and Contract Management, Governance, execution, coordination, and reporting activities. ITS II will be the lead over lower-level staff to oversee, review, train and mentor the Information Technology Specialist I's (ITS I).

Department Information

The Department of Industrial Relations (DIR) was established in 1927. Its mission is to improve working conditions for California's wage earners and to advance opportunities for profitable employment in California. DIR administers and enforces laws governing wages, workplace safety and health, apprenticeship training programs, and medical care and other benefits for injured workers.

Special Requirements

Please include a Statement of Qualifications (SOQ) that answers the following questions below. Your response should be typed in Arial 12 point font and no more than two pages in length. Resumes will not be considered a substitute for the SOQ and failure to follow the instructions may result in disqualification.
  • Describe your experience managing the completion of the IT procurement lifecycle for highly complex acquisitions. Provide specific examples of how you ensured compliance with the State Contracting Manual, State Administrative Manual, and the Statewide Information Management Manual. Include details about your role in developing solicitation documents, analyzing vendor proposals, and negotiating contracts.
  • Share an example of a time you provided expert recommendations during Stage 2 (Alternatives Analysis) or Stage 3 (Solution Development) of the IT Project Approval Lifecycle (PAL). Discuss how you conducted market research, shaped technology solution requirements, and contributed to procurement strategies while ensuring adherence to state procurement regulations and industry best practices.
  • Discuss your approach to managing and monitoring a portfolio of IT service contracts. Highlight your methods for ensuring fiscal compliance, resolving performance issues or invoice disputes, and executing contract closeout activities. Additionally, describe how you have influenced policy improvements or SLA/SLO requirements to better align with organizational needs and legal standards.
