Under the direction of the Land Development Administrator, the Land Development Services Coordinator is responsible for the progressive management of all Land Development client and support services to achieve Branch objectives in the processing of development applications and processes unique or complex development projects.
As the Land Development Services Coordinator you will:
- Serve as the liaison for Land Development projects, applications and requests for information, overseeing processing and procedures to ensure that internal and external requests for information are accommodated for and performed in an expeditious and accurate manner. This includes managing and facilitating unique or complex development projects to identify and share timelines, key planning and servicing requirements for advancing proposed developments through to complete application submissions.
- Direct and monitor the processing of development applications to ensure timely workflow and Branch objectives are achieved, and processes unique or complex development projects.
- Supervise and coordinate the daily activities of technical and administrative personnel within the Land Development Branch to ensure work priorities and schedules are met.
- Oversee, research and identify processes and technological tools or developments that would enhance the productivity and system efficiencies for processing of development applications.
- Provide assistance to the Land Development Engineer with the preparation of Development and Servicing Agreements as needed.
- Direct the administration, approval and maintenance of all street naming initiatives to control and monitor the approval of new street names to the Street Name Reserve list, implementation of honourary street names and renaming of streets.
- Perform various administrative functions and guide staff to improve the effectiveness of Branch/Division operations.
- Carry out special assignments at the direction of the Land Development Administrator and the Land Development Manager.
Your education and qualifications include:
- Bachelor’s degree in Public or Business Administration, City Planning, Engineering or a related field, or an equivalent combination of education and experience will be considered.
- Member of the Canadian Institute of Planners if applicable.
- Member of Engineers Geoscientists Manitoba if applicable.
- Must have a minimum of 48 months prior related work experience within the Land Development field.
- Applied knowledge of the City of Winnipeg Charter, codes, by-laws, regulations, land use planning principles, Subdivision Standards, Statutory Plans, policies, procedures and guidelines, especially as they pertain to the development approval process with the ability to analyze land development proposals, technical reports and related plans.
- Knowledge in the interpretation of by-laws, agreements, and other development codes, subdivision plans and legal descriptions of properties.
- Knowledge of Council policy as applied to various development application types such as subdivisions, rezoning’s, zoning agreement amendments, enactment of subdivision and/or rezoning by-laws, and extensions of time.
- Knowledge of basic accounting techniques and methods in order to perform the financial duties and tasks associated with this position.
- Demonstrated leadership, managerial, and organization skills, coordination of projects and schedules in order to deliver efficient and professional services to contacts and the ability to work independently with very limited supervision.
- Demonstrated strong analytical and decision-making skills that facilitate the achievement and desired outcomes.
- Demonstrated excellent interpersonal skills with the ability to communicate effectively, both orally and in writing.
- Demonstrated skills in establishing and maintaining effective working relationships with a variety of staff and stakeholders including elected officials, senior managers and department staff, as well as contacts outside of the organization in a concise and accurate manner within limited time frames.
- Must be highly motivated to achieve results and set priorities in a multi-tasked, time sensitive environment, independently, and in a diplomatic and responsible manner to maintain an effective working schedule and to meet established deadlines.
- Keen interest and desire to pursue innovative and creative solutions in order to continually improve processing of development applications and service for internal and external contacts so that the City remains current with the development community’s changing needs.
