Land Reuse Manager

Annual Wage Range: $63,400-$95,100

*This role is exclusively on-site, requiring daily commutes to the office. Therefore, candidates must reside in the Detroit/Metro-Detroit area before employment*

MISSION STATEMENT

Our mission is to return the city's blighted and vacant properties to productive use. We utilize a variety of Sales programs to make homeownership and land purchases accessible to Detroiters. Plus, we take our commitment to revitalization one step further with our Compliance and Nuisance Abatement programs, requiring renovation and occupancy to improve neighborhoods, eliminate blight, and combat real estate speculation. The Detroit Land Bank Authority works directly with individual buyers, as well as Community Partner organizations and developers for projects big and small.

We are seeking a dynamic individual passionate about community building, enrichment, and development to contribute to our mission of enhancing the quality of life in our vibrant and diverse community.The Land Reuse Manager oversees vacant land sales strategy, manages vacant land sales pipelines, and directs the preparation of vacant lots for sale. Drawing upon a thorough knowledge of community development, vacant land policy, and current city planning processes.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Organize

  • Develop organizational and interagency vacant land strategies
  • Leverage current and potential partnerships to help identify and improve programs and pilots
  • Manage vacant land pipeline review and disposition among staff members
  • Work with intergovernmental partners to resolve planning and title encumbrances impeding the sale of vacant properties

Lead

  • Training, motivating, and coaching employees to support a cohesive team with strong morale
  • Oversee the development of processes, the management of sales strategies, and the evaluation of policy impact on Detroit communities
  • Develop strategies to better understand and support the needs of locally based, small scale developers
  • Serve as an advisor to government officials, academic researchers, and planning practitioners to formulate, develop, review, or address issues regarding land use, housing, real estate, and planning projects.
  • Build organizational processes that reflect new and existing land use programs and policies

Manage

  • Monitor and audit vacant land pipeline review and disposition
  • Establishing and achieving business objectives
  • Resolving customer conflicts and complaints
  • Review data to determine operational impacts and needed actions; evaluate programs, policies, and proposals; elevate issues, trends, areas for improvement and opportunities to executive leadership
  • Comply with all state, federal, and company guidelines, rules and regulations
  • Identify and implement processes, and reporting improvements

SUPERVISORY RESPONSIBILITY

Manages the overall pipeline direction and coordination of Land Reuse Programs within the Inventory Department. Supervise in accordance with the company policies and applicable laws. Responsibilities including but not limited to interviewing, hiring, planning assigning, directing work and providing input and feedback, rewarding and disciplining employees, performance reviews, and addressing complaints and resolving problems. Implement the human resource policies, procedures and practices. Provide leadership in strengthening internal communications with staff at all levels through the organization; create and promote a positive and supportive work environment.

QUALIFICATIONS (Knowledge, Skills, Abilities)

  • Strong sense of service to residents of Detroit
  • At least four (4) years of experience in urban planning, real estate, community development or housing experience.
  • At least two (2) years of experience in program and/or project management
  • A Bachelor’s Degree in Urban Planning, Community Development, Public Administration, or related field required. Master’s Degree strongly preferred.
  • Must have strong organizational, analytical, and problem-solving skills
  • Experience with managing a budget
  • Demonstrated creativity and innovation skills
  • Strong organizational and time-management skills required
  • Knowledge of Salesforce database, strongly preferred
  • Strong written and oral communication skills are required
  • Ability to operate standard office equipment (e.g. a personal computer, wireless equipment, copier and fax)
  • Proven track record of working in a highly dynamic and fast-paced environment
  • Proficiency in the use of computers and software (Microsoft Office Suite (Word, Excel, PowerPoint, Access, Outlook)
