Permit Coordinator - Public Works

EMERGENCY RESPONSE STATEMENT
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.

PURPOSE OF CLASSIFICATION
The purpose of this classification is to perform a variety of clerical, technical review, customer service, and permitting duties conducting the City’s permitting efforts for the Public Works Department. Employees in this classification, under the direction of the City Engineer or other management staff, handle permit applications through departmental coordination, processing, review, and tracking.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
  • Intakes and processes permits according to established regulations and provides overall customer service to building professionals and the general public; collects payments and issues refunds relating to permitting and fees; sets up inspections; researches files, databases, internet, GIS, and maps; performs specific functions requiring specialized knowledge of departmental rules and regulations and applies acute attention to detail in all processing tasks. Conducts site visits and field inspections for permits.
  • Performs customer service duties; receives phone calls and/or meets in person with contractors or citizens; answers questions and handles complaints of varying complexity; researches and resolves issues or directs to the appropriate party for assistance.
  • Verifies data for plans submitted. Evaluates applications for completeness, proper documentation, surveys, elevation certificates, and property owner information.
  • Provides assistance to the City Engineer and other management staff or permitting, inspections, projects, and communication inquiries.
  • Reviews building plans for right-of-way, transportation, stormwater, and utility criteria; is familiar with the City’s Complete Streets and Blue Zone Resolutions; protects City’s interest in easements and rights-of-way; provides public safety and road closure reviews of projects desiring to impact public rights-of-way and easements; is aware of local, state, and federal codes and standards related to rights-of-way, Americans With Disabilities Act, stormwater management, utilities, etc. Responds to concerns, inquiries, and complaints from the general public in both oral and written contexts and provides information, assistance, and/or resolution accordingly.
  • Communicates with City officials, supervisor, design professionals, contractors, laborers, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Processes contractor's and homeowner's requests for permitting; assists with electronic portal relating to various permit processing data; coordinates tracking of plans review/permitting process with appropriate divisions; notifies contractors of plans status via the electronic portal.
  • Acts as liaison with other City departments as needed in permit policies and procedures.
  • Provides periodic project progress and status reporting to administrative superiors.
  • Maintains current knowledge of trends and developments in regulatory standards.
  • Operates a personal computer to enter, retrieve, review or modify data, utilizing Microsoft Word, Outlook, Excel, PowerPoint, GIS, CityView, word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Data Utilization: Requires the ability to review, classify, categorize, prioritize, and/or analyze data. Includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships.
Human Interaction: Requires the ability provide guidance, assistance, and/or interpretation to others on how to apply procedures and standards to specific situations.
Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; calculate decimals, percentages, and fractions; and to utilize geometric principles.
Functional Reasoning: Requires the ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.
Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving evaluation of information against measurable or verifiable criteria.

MINIMUM QUALIFICATIONS
  • High school diploma or GED
  • 2 years progressively responsible experience in administrative support functions demonstrating customer service skills, with experience in government and/or construction sectors preferred; or any equivalent combination of education, training, and experience which provides the knowledge, skills, and abilities for this position.
OTHER REQUIREMENTS:
The City of Naples is a Tobacco-Free Workplace. Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, odors, dust, wetness, humidity, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, and toxic/poisonous agents.
