Under the general direction of the Program Manager III (PM IIII), the Program Manager I (Specialist) serves as a subject matter expert on climate resilience, supporting Cal OES’s initiatives related to climate adaptation, disaster risk reduction, and mitigation strategies. This role ensures that resilience policies and programs incorporate the latest scientific research and technical guidance.
The incumbent must have the ability to be flexible, work effectively with shifting priorities, work as part of a team or independently, and exhibit tact and a professional demeanor. The PM I (Specialist) should effectively facilitate and coordinate important meetings, travel for extended periods as emergencies arise, including weekends and holidays, and work odd hours and long shifts.

Department Information
The California Governor’s Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees.
The Recovery Section is responsible for managing disaster recovery and providing assistance to local governments, special districts, certain nonprofit organizations, individuals, businesses and agricultural communities impacted by disasters. The Recovery Section ensures state and federal support are provided in an efficient and timely manner throughout the recovery process.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications
- Subject matter expertise in climate resilience, disaster risk reduction, or adaptation science.
- Experience in state or federal emergency management programs, especially those involving climate integration.
- Strong stakeholder engagement experience with government agencies, NGOs, academic institutions, and communities.
- Excellent written and verbal communication skills for technical and policy audiences.
- Demonstrated ability to develop, manage, or evaluate grants and funding programs.
- Familiarity with California’s climate and emergency management frameworks.
- Ability to lead interdisciplinary projects and collaborate across departments or sectors.
- Experience providing briefings or policy recommendations to senior leadership.
- Capacity to work in high-stress emergency environments and manage competing priorities.
- A strong commitment to equity, community engagement, and evidence-based policy.
