Job Description: Senior Project Manager, Pontiac Municipal Development Project
Location: Pontiac, MI
Company Overview
The City of Pontiac, "The HEART of Oakland County," is undertaking a major capital development program to enhance its municipal infrastructure. This multi-site project represents a significant investment in the city's future, involving the development of new facilities and the revitalization of key civic properties. We are seeking an experienced and dynamic Senior Project Manager to lead this complex and high-profile initiative from conception through completion.
Project Summary
The Pontiac Municipal Development Project is a multi-faceted initiative encompassing three distinct sites:
- The New Site (300 W. Huron): A large-scale development on 16.2 acres, comprising approximately 410,000 square feet of new construction. This is the primary and most substantial component of the program.
- City Hall & Sheriff Substation: A dedicated 9.5-acre site for a new civic administrative center and public safety facility.
- 50th District Court House: A 1.5-acre site for the construction of a new district courthouse.
The successful candidate will be responsible for the integrated management of all three sites, ensuring alignment with the city's strategic vision, budget, and timeline.
Position Summary
The Senior Project Manager will be the single point of accountability for the planning, design, construction, and commissioning of the entire Pontiac Municipal Development Project. This role requires exceptional leadership, strategic planning, and stakeholder management skills to coordinate between various city departments, government agencies, architects, engineers, contractors, and the community. The ideal candidate will be a proven leader with extensive experience managing large-scale, multi-site construction projects, particularly in a public or municipal context.
Key Responsibilities
- Project Planning & Strategy:
- Develop and maintain a comprehensive master project plan, integrating schedules, budgets, and resources for all three sites.
- Define project scope, goals, and deliverables that support business objectives in collaboration with senior management and stakeholders.
- Conduct risk management analysis and implement mitigation strategies throughout the project lifecycle.
- Ensure all projects adhere to municipal, state, and federal regulations and secure all necessary permits.
- Budget & Cost Management:
- Develop and manage the overall project budget, potentially exceeding $100M+, ensuring fiscal responsibility.
- Oversee the procurement process for architects, engineers, and construction teams (e.g., RFP development, bid evaluation, contract negotiation).
- Track project costs, approve expenditures, and provide regular, accurate financial reporting to city leadership.
- Implement cost-control measures to keep the project within the approved budget.
- Design & Construction Management:
- Lead the design phase, ensuring architectural and engineering plans meet functional requirements, sustainability goals, and aesthetic standards.
- Manage all construction activities, ensuring compliance with contracts, building codes, safety standards, and quality benchmarks.
- Chair regular progress meetings with contractors, consultants, and internal teams.
- Conduct site visits to monitor progress, safety, and quality of work.
- Stakeholder Communication & Leadership:
- Serve as the primary liaison between the City Council, city departments (e.g., Sheriff's Office, District Court, Public Works), and the project teams.
- Prepare and deliver clear, concise progress reports and presentations for executive leadership and public stakeholders.
- Facilitate effective communication and resolve conflicts between all project participants.
- Manage community relations, including public information sessions, to ensure transparency and address concerns.
- Commissioning & Closeout:
- Oversee the testing, commissioning, and successful handover of all facilities to their respective operating departments.
- Manage the punch-list process and ensure all project closeout documentation, including as-built drawings and warranties, is complete.
- Conduct post-project evaluation to assess outcomes against initial goals and identify lessons learned.
Qualifications & Experience
- Required:
- Bachelor’s degree in Architecture, Engineering, Construction Management, or a related field.
- Minimum of 10 years of progressive experience in project management, with at least 5 years in a leadership role managing large-scale, multi-site construction projects ($50M+).
- Proven experience with public works, municipal, or institutional building projects (e.g., government buildings, courthouses, public safety facilities).
- Proficiency with project management software (e.g., MS Project, Primavera P6) and MS Office Suite.
- PMP (Project Management Professional) certification or equivalent is highly desirable.
- Preferred:
- Master’s degree in a relevant field.
- Experience working directly with or for a municipal government.
- Professional license (e.g., PE, RA).

Pay: $50.00 - $70.00 per hour
