Project Manager Ii Financial Controllership Admin

The team's mandate is to manage and ensure successful delivery of projects on the road map for corporate and back-office areas. Our office pursues a cooperative and collaborative approach with both management and staff to implement projects. It functions as developer and repository of the standards, processes, tools, and methodologies that improve individual project performance. Most importantly, it facilitates the departments' ability to manage entire collection of projects as one or more interrelated portfolios and serves as a single source of information on project activities across the network. The office serves as the critical link between executive visions and the work of the Hospital.

The primary responsibilities of the Project II Manager include:

  • Planning and developing all aspects of projects;
  • Leading project implementation;
  • Managing project staff;
  • Liaising, analyzing, problem solving and presenting scenarios with risks and opportunities;
  • Performing project documentation and reporting;
  • Ensuring quality standards are met;
  • Performing corporate and other responsibilities.

DUTIES & RESPONSIBILITES

  • Liaises with the Director/Project Director and / or Manager to obtain the vision/goal for projects; utilizes information received to facilitate the project planning, development and implementation process;
  • Utilizes understanding/knowledge of project development initiatives and best practice guidelines that will have an impact on specific department(s)/area(s), processes and procedures to facilitate the project planning process;
  • Ensures appropriate mechanisms are in place for the optimal deliver of projects, including best practices guidelines and tools for the effective management and execution of projects;
  • Conducts needs assessment for projects to facilitate defining project plans, deliverables, schedules/timelines to meet identified goals;
  • Assists in identifying and recruiting positions for projects to ensure the project team possesses the required technical and other relevant skills to contribute to the success of the project; with approval from Sponsor (Manager/Director)
  • Develops and manages communication(s) and other initiatives that will advance project goals and objectives, ensuring appropriate mechanisms are in place to effectively monitor and evaluate project activities, etc.;
  • Communicates project plan and project expectations independently to team members and stakeholders, in a timely and clear fashion to ensure project goals can be optimally achieved;
  • Defines and communicates complex project criteria to project staff to facilitate the smooth function of projects;
  • Utilizes quantitative and qualitative analytical tools to support decision for designed solutions;
  • Manages project plans with some levels of complexity to ensure projects are delivered on time/on budget and in compliance with legislated requirement.
  • Develops and leads the implementation process for project plans that will ensure the optimal delivery, execution and implementation of project goals/initiatives, including:
    • Establishing/developing and implementing a project communication plan that meets the needs of established project;
    • Creating an action plan for projects to facilitate project implementation, utilizing best practices guidelines and appropriate tools;
    • Playing a lead role in coordinating activities and managing deliverables to ensure project meets established goals while ensuring compliance with corporate goals and practices;
    • Managing deliverables that generally poses minimal issue, ensuring associated project activities are well coordinated, organized, etc.;
    • Managing project dependencies and the projects critical path;
    • Determining, evaluating and providing mitigating plans for risk issues while managing performance against expectation of the project team;
    • Providing ongoing tracking and monitoring of project activities, identifying/resolving issues and concerns that may hamper project activities, utilizing information to develop and deliver progress reports, proposals, requirements documentation, predictions, etc.;
    • Managing proactively changes to projects scope, ensuring optimal crises contingency plans are in place and budgets are managed;
    • Acting as the mediator between project participants in cases of disputes; seeks guidance as needed
    • Conducting project post mortems and creating recommendations reports in order to identify successful and unsuccessful project elements of project.
    • Prepares project charters, identify project teams and sponsors and identify budget and funding sources.
  • Participates actively in the recruitment and selection of project staff, involving creating postings, participating in setting up appointments, screening/resumes, setting up and participating in the interview process, as required/requested, identifying potential candidates, etc.;
  • Directs and motivates project staff to ensure accountabilities/performance goals are met;
  • Delegates responsibilities/work assignments for project staff while implementing strategies that will foster a productive work environment;
  • Builds a team environment and a culture built on mutual respect/trust to facilitate a productive work environment;
  • Provides knowledge transfer for the project team, where appropriate to facilitate the optimal/timely completion of projects; and ensure collaboration and coordination.
  • Conducts staff performance reviews to ensure excellent in the provision of project activities, utilizing the opportunity to motivated project staff, communicate strengths/weaknesses and take corrective action, where appropriate to meet identified project needs;
  • Implements appropriate systems to support the day to day delivery of project staff functional activities, acting as a mentor to facilitate the provision of excellence in work activities;
  • Acts as a mentor for project staff to facilitate the provision of excellence in work activities;
  • Supports and ensures project staff has the opportunity for professional development/appropriate training, etc.;
  • Promotes a teamwork environment where staff from diverse multilingual and multicultural backgrounds can interact productively and efficiently, while providing recognition, feedback and ways to motivate project staff
  • Ensures project staff are well versed on project goals and accountabilities, ensuring appropriate training/education is provided to meet project objective/goals;
  • Initiates and oversees the development, drafting and execution of project protocol/strategies to capture and present moderately complex information;
  • Project documentation and reporting;
  • Develops and/or oversees the appropriate collection and documentation of relevant/essential data/information that can be utilized by project team(s), including the preparation of data collection/standard forms for the appropriate capture/collection of relevant data/information for the different stages of projects;
  • Maintains regular documentation and updates to describe the characteristics of project to effectively lead, manage and facilitate the documentation process for project initiatives, deliverables and the communication process to ensure clients and other relevant parties are informed, including:
  • Organizing and chairing meetings, as required to provide updates on project status;
  • Organizing, chairing and/or meeting directly with the Director and other relevant parties to collect relevant information and gain a better understanding of project requirement, etc.;
  • Utilizing information received and other relevant information as a gauge to develop straightforward reports, presentation, slides and other documents to provide updates on project progress/status, to highlight achievements/areas that requires further work and identify issues/ricks, etc.
  • Promotes an atmosphere of continuous quality improvement for all activities pertaining to medium scale projects, while supporting a culture of learning and continuous quality improvement for staff through shared educational opportunities to ensure optimal quality outcomes;
  • Collaborates with relevant parties in the development of evidence based measurement and metrics to benchmark performance against industry standards and peer organizations;
  • Monitors performance indicators and provide strategies to correct variances;
  • Offers training and builds capacity for medium size project staff to enhance their understanding of project initiatives, as required.
  • Participates in department/Hospital and stakeholder meetings, workgroups, committees, advisory groups, council and/or other relevant meetings which may have an impact on the project /corporate initiatives;
  • Acts as the key representative for the department/Hospital on committees, corporate and other project related initiatives, as required to advance departmental goals and the Hospital mission, values and goals;
  • Initiates and develops respectful and collaborative working relationships with peers/associates across the Hospital to foster a more productive and satisfying environment for staff, patients and visitors to the Hospital;
  • Initiates and develops effective working relationships with external professional associations and peers in other health care institutions to keep up to date on current/emerging legislation, developments and trends.

QUALIFICATIONS

  • Bachelor's degree required (Preference to relevant areas of study)
  • Must have or be currently pursuing Project Management Professional (PMP) certification
  • Three (3) to Five (5) years project management experience is required, in a health care environment with lean black belt is preferred;
  • Demonstrated experience in facilitation, collaboration and negotiation with multiple stakeholders/service providers required;
  • Excellent verbal and written communication skills with the ability to communicate information/ideas, in a manner that is easily understood by others required;
  • Excellent customer service, interpersonal and listening skills with the ability to effectively interact with staff all levels required;
