Work Hours: Monday - Friday, flexible hours: 7:00 am - 4:00 pm or 7:30 am - 4:30 pm or 8:00 am - 5:00 pmExpected Starting Salary Range: $89,760.52 - $118,932.69
This classification performs various highly responsible, professional, managerial and technical work managing and supervising staff engaged in the acquisition and disposition of real property. Requires ability to analyze and resolve complex and difficult issues and problems for all aspects of property acquisition and disposal, easements, and right of way. Requires strong knowledge of real estate appraisals, negotiations and eminent domain litigations. Recording of County properties including right-of-ways, easements and dedications. The position will be required to meet with County Commissioners, County Administrator and the County Attorney's office frequently to discuss certain projects and complicated parcels to acquire. Desired candidate shall have strong interpersonal and presentation skills in advising property owners, other agencies and employees.
- NOTE: This position has been designated by the Manatee County Commission as serving at the will and pleasure of the County Administrator. Employees so designated may be terminated at any time with or without cause.
Working Conditions
Indoor/Outdoor situation; high noise environment while performing certain responsibilities. Lifting equipment up to 50 lbs. alone; up to 75 lbs. with assistance.
Job Description
Essential Functions
These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.
Manages, plans and supervises activities related to County and divisional Real Property transactions.
Manages, in accordance with Florida Statutes, the release and occupation of County easements and the disposal of County real properties.
Oversees the research and review of property and legal records to determine ownership, description, etc.
Supervises the acquisition of appraisals, title reports, environmental audits, surveys ensuring the quality of title for all real property interests acquired by the County.
Manages and supervises the closing of real property purchases, sales and exchanges.
Coordinates the activities of County eminent domain actions with the County Attorney's Office through negotiations, contracts for the purchase, sale or exchange of County properties. Initiates the condemnation proceedings; right of way mapping and associated land descriptions, parcel maps and sketches, legal documents and resolutions necessary to ensure supportable eminent domain court proceedings.
Ensure that work performed complies with County Standards and policies for right-of-way mapping, valuation, and acquisition.
Ensures conformance with applicable laws, rules, regulations, policies, procedures and standards. Adheres to Florida Statutes for maintaining record retention procedures and guidelines.
Oversees project and parcel acquisition schedules.
Coordinates, directs and monitors the work activities of contracted service providers for related land acquisitions, consultants for property appraisals and title work, etc.
Plans, assigns, directs and evaluates work of assigned staff, including personnel-related actions, i.e., hiring/firing, disciplinary, initiating/reviewing Employee Performance Evaluations, etc.; coordinates and makes recommendations for properly training staff.
Develops comprehensive work plans for all County needs for acquisition of property in conjunction with the Capital Improvements Program.
Provides regular comprehensive reports, tracking the status of all work assignments.
Communicates clearly, effectively and tactfully, orally and in writing; prepares and presents written and oral reports or other formal presentations to the Board of County Commissioners, various interest groups, and the general public in a professional proactive manner; serves as liaison with other public agencies and private groups.
Formulates, implements and monitors policy and procedures appropriate to the day-to-day activities of the Property Acquisition Division.
Prepares, reviews and monitors the operating budget for the division, including project estimates and actual and recurring costs; maintains inventory and control of County real property and related documentation.
Develops and carries out short and long range strategic plans.
Performs other related work (including weather or other extreme emergency duties) as required.
Minimum Qualifications
Bachelor's degree in Business Administration, Civil Engineering, Public Administration, or related field.
Minimum of five (5) years professional level work experience related to land acquisition or related field.
Minimum of one (1) year of budgetary and/or detailed financial management experience.
Minimum of three (3) years supervisory experience.
Valid driver's license with valid Florida driver's license within 30 days of hire.
Equivalent combinations of education and experience may be considered.More
MBA or MPA highly desired.
Member of the National Right of Way Association highly desired.
Current MAI designation highly desired.
Knowledge, Skills, and Abilities:Comprehensive knowledge of real estate, real estate law, real estate valuation, surveying and construction plans.
Significant knowledge of the procedures and legal documents used in recording deeds and conveying property.
Ability to prepare complex and detailed contracts and/or agreements for the acquisition of full and partial interests.
Knowledge of, or ability to quickly become familiar with, the Florida Statutes and Florida Department of Transportation rules and regulations governing public acquisition of private property.
Familiar with Federal Guidelines as established by the "Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970."
Skill in efficiently handling multiple projects at the same time in a timely and appropriate manner.
Ability to establish and maintain effective working relationships with public officials, department heads, representatives of other organizations, peers, subordinates, and the general public.
Skill in computer operations and pertinent software applications.
