About the NDIS Quality and Safeguards Commission
The NDIS Quality and Safeguards Commission (the NDIS Commission) is an independent
agency established on 1 July 2018 to improve the quality and safety of NDIS supports and
services. The NDIS Commission is the dedicated national regulator of NDIS service providers
in Australia and a non-corporate entity under the Public Governance, Performance and
Accountability Act 2013.

The NDIS Commission’s core legislative functions
- Uphold the rights of, and promote the health, safety, and wellbeing of, people
- disability receiving supports or services, including those received under the NDIS.
- Develop a nationally consistent approach to managing quality and safeguards for
- people with disability receiving supports or services, including those received

- Promote the provision of advice, information, education, and training to NDIS.

About the Division
The Regulatory Operations Division (the Division) delivers core regulatory functions including
registration of NDIS providers, oversight of the Approved Quality Auditor (AQA) scheme,
oversight of the national worker screening arrangements, compliance monitoring and
enforcement. It is also responsible for the delivery of targeted regulatory campaigns, risk and
intelligence, operational policy, quality improvement, Indigenous and Remote Operations
and has a small team undertaking an operational assurance and review function.
The Division has four branches and a small office supporting the Deputy Commissioner:

About the branches
Market Operations
The Market Operations Branch oversees the registration, worker screening and Approved
Quality Auditor (AQA) functions of the NDIS Commission and ensures provider and worker
obligations are understood. Market entry decision making is supported by stakeholder
engagement and intelligence, risk, and data analysis. The Branch is also responsible for
administration of the NDIS Worker Screening Database. Finally, the Branch leads inter-
agency engagement for market entry and worker screening operations.
Regulatory Campaigns and Projects
The Regulatory Campaigns and Project Branch delivers timely targeted regulatory initiatives
to promote compliance and continuous improvement amongst NDIS providers. Broad
variety of teams including taskforce, operational policy, campaigns, high intensity and special
projects supports a flexible approach to responding to issues with a targeted and risk-
responsive regulatory approach.
Compliance and Enforcement
The Compliance and Enforcement Branch is responsible for delivery of compliance
monitoring and enforcement of providers and workers in the NDIS. It applies a risk-
responsive approach to its regulatory activities using proactive and reactive levers to ensure
compliance, quality providers and workers and safeguarding of participants. It is responsible
for leading investigations and taking appropriate and proportionate action in response to
non-compliance. It has a key role developing relationships with other regulators and
enforcement agencies to ensure integrity and quality of the NDIS.
Operational Assessment
Operational Assessment (OA) provides a crucial review and assurance function of high-risk
matters across all Divisions. Using risk-based methodology through identifying common and
underlying factors and characteristic to establish criteria and indicators to sample test,
rather than random selection. OA provides recommendations at the individual and
enterprise level, leveraging information and capabilities from the NDIS Commission’s data
and human sources and intelligence from wider government and industry.
About this opportunity
Regulatory Operations is establishing a merit pool of Regulatory Assessment Officers that will
be used by the Division over the coming months to fill ongoing and non-ongoing
opportunities.
These roles all act in accordance with the National Disability Insurance Scheme Act 2013
(Cth), Rules, the Commissioner’s policies and procedures, and relevant Commonwealth
legislative requirements.
Key duties
The successful candidate will be reporting to a Director, Assistant Director and/or Senior
Officer/Team Leader within a Regulatory Operations team.

The following key duties will be required to be undertaken by the successful candidate:
1. Independently handling complex registration matters by identifying and mitigating risks,
making sound, evidence-based recommendations in a timely manner
2. Applying legislation and policy knowledge and maintaining a well-developed
understanding of relevant frameworks and applying this to the registration process
3. Communicating effectively with NDIS providers and others on complex matters
4. Contributing to planning for short term tasks and longer-term registration initiatives
5. Maintaining accurate records by keeping systems and registers updated to reflect the
current status of work
6. Contributing to team outcomes with technical expertise and sound subject matter
knowledge, providing guidance and quality assurance within a team environment.

Minimum Requirements, Qualifications, Experience
1. An understanding of the NDIS, or proven ability to acquire knowledge of the NDIS
Commission is required
2. Proven ability to work to agreed performance standards is required
3. Strategic and/or critical thinking skills with the ability to develop options and solutions is
required
4. Demonstrated capacity to develop and sustain positive working relationships within the
team, the NDIS Commission and with a variety of external and internal stakeholder
groups is required
5. Knowledge of the issues facing people with disability in the context of their rights, health,
safety and wellbeing is highly desirable
6. Ability to work resiliently around a workload that may be complex or sensitive is required
7. Experience in a regulatory environment is desirable.

Employment suitability requirements
All NDIS Commission personnel are required to meet employment suitability requirements
prior to, and throughout, their employment.
Pre-employment
To be considered in this role, candidates will need to:
- be an Australian Citizen, and
- have a favourable National Police Check, and
- have or be willing to obtain and maintain a Baseline Vetting security clearance. Should
business need arise, be willing to obtain and maintain a Negative Vetting Level 1 or

The selection panel (usually 2-3 people) acquires as much information as they consider
necessary. This may include contacting referees, undertaking an interview, a work sample
test and/or psychometric testing may also be included in the assessment. The contact person
