Research Analyst 2 - Human Relations Commission

Position Description

Located with the Human Relations Commission, the Research Analyst 2 reports to the Associate Director of Advocacy, Civil Rights, and Compliance and takes the lead in developing, implementing, and managing the organization’s compliance, Civil Rights, and Title VI programs, investigations, resources, and trainings. This position will provide programming, resources, and trainings for Metro’s Title VI program as well as other nondiscrimination initiatives. Via investigations and inquiries, the position will ensure Metro’s compliance with Title VI as well as other policies, laws, and/or initiatives related to nondiscrimination and equitable access. The position also manages the MHRC’s anti-hate initiative, Humans Over Hate.

The Metro Human Relations Commission (MHRC) works to protect and promote the personal dignity, peace, safety, security, health, and general welfare of all people in Nashville and Davidson County. The Commission provides education, training, advocacy, and compliance services related to civil rights, human rights, and human relations.

Typical Duties

  • Manage and investigate complaints against Metro related to Title VI and other potential acts of discrimination.
  • Deliver trainings focused on Title VI, nondiscrimination, and cultural competence.
  • Create a more robust compliance training and technical assistance program to help departments with their Title VI grant needs.
  • Assist in coalescing the annual Title VI report.
  • Expand and manage the MHRC’s anti-hate and community safety programming.
  • Provide resources to departments and the community to assist them with their needs related to compliance with nondiscrimination policies and the Civil Rights Act.
  • Develop and share input and impact from training and resource programs to internal and external stakeholders and partners through a variety of avenues (convenings, presentations, web resources, etc.).
  • Identify and communicate regularly with Metro departments, elected officials, and community partners regarding compliance and equity goals, recommendations, program collaboration, and opportunities for community education.
  • Analyze and maintain up-to-date compliance data to report on programs and monitor trends.
  • Participate in long- and short-term program development and planning.
  • In concert with the Policy, Research, and Engagement staff, perform needs analysis studies through questionnaires and partner/community engagement to identify specific needs for programs and/or policy recommendations.
  • Monitor and analyze relevant activity in Metro Council, in the executive branch, and in partner organizations county-wide.
  • Assist in developing and implementing strategies with members of the legislative and executive branches.
  • Assist with MHRC presentations, events, seminars, and workshops.
  • Attend and/or lead meetings and workshops as needed.
  • Supply technical expertise to Metro departments and partner organizations as needed.
  • Provide administrative support related to the compliance and training programs.
  • Assist in informing constituents and organizations about the MHRC’s activities, resources, programs, and events.

Minimum Qualifications

Bachelor's Degree from an accredited college or university and four (4) years' experience in operations research and analysis techniques related to government compliance oversight, professional training, technical assistance, and/or managing investigations

OR

Master's Degree in Business or Public Administration, Education, Psychology or a related field from an accredited college or university and two (2) years' experience in operations research and analysis techniques related to government compliance oversight, professional training, technical assistance, and/or managing investigations

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

Preferred Experience, Knowledge, Skills, and Abilities

  • In-depth experience in leading investigations
  • Experience in developing and providing professional trainings
  • Knowledge of pertinent research related to compliance, Title VI, and nondiscrimination
  • Experience writing statistical/analytical reports
  • Experience participating in publications, grant applications, and reports through collaborative writing
