Senior Project Manager – Infrastructure Technology (Elv) Construction

Summary

This is a senior owner-side project delivery role responsible for managing the end-to-end delivery of assigned infrastructure technology systems across design, procurement, construction, testing, commissioning, handover, and operational readiness.

The role acts as the bridge between consultants, the main contractor, specialist subcontractors, internal operations teams, and senior project stakeholders. It requires strong technical judgment, program awareness, commercial discipline, and the ability to identify and resolve risks before they affect the program.

Primary responsibilities include oversight and integration of assigned systems, including:

  • Distributed Antenna Systems (DAS), mobile coverage, and related carrier coordination
  • Façade, architectural, and specialist lighting control systems
  • Access control, security systems, and related operational interfaces
  • Lift technology integrations, including Destination Control Systems (DCS) and Autonomous Mobile Robots (AMRs)
  • Structured cabling, fibre backbone, network rooms, wireless infrastructure, AV interfaces, and integration with IT and building systems where relevant

The role requires disciplined leadership across design coordination, procurement support, construction delivery, systems integration, testing and commissioning, and handover, ensuring solutions are robust, future-proofed, and aligned with MBS operational guidelines.

Job Responsibilities

1. Project & Delivery Leadership

  • Lead delivery of assigned infrastructure technology scope across all project phases.
  • Act as the Owner’s technical representative, bridging consultants, contractors, specialist vendors, and internal stakeholders.
  • Ensure alignment between design intent, construction execution, operational requirements, program milestones, and commercial constraints.
  • Own assigned scope, risks, decisions, actions, and escalations through to closure.

2. Multi-Discipline Systems Oversight

  • Oversee coordination of the assigned ELV and infrastructure technology systems across all project disciplines.
  • Manage interfaces between standalone specialist systems and central IT and building platforms.
  • Identify design gaps, scope overlaps, and integration risks early.

3. Design Management & Coordination

  • Lead and review consultant deliverables across all relevant design stages.
  • Drive design coordination between architecture, MEP, IT, security, vertical transport, AV, lighting, operations, and other interfacing disciplines.
  • Ensure solutions are buildable, maintainable, scalable, and aligned with long-term operational needs.
  • Ensure compliance with Singapore codes, authority requirements, MBS technical standards, and operational guidelines.
  • Identify design gaps, scope overlaps, constructability concerns, and integration risks early.

4. Procurement & Commercial Support

  • Support procurement strategy and tendering activities for relevant systems.
  • Provide technical input into specifications, tender clarifications, tender evaluations, vendor pre-qualifications, and technical submissions.
  • Review proposed technical solutions for compliance, completeness, operational suitability, maintainability, and lifecycle risk.
  • Support commercial decision-making by clearly identifying technical exclusions, assumptions, dependencies, and risk items.

5. Construction & Installation Oversight

  • Monitor contractor works to ensure compliance with approved design, specifications, program requirements, and quality standards.
  • Review contractor programs, method statements, material submissions, shop drawings, and resource plans.
  • Attend site inspections and coordination walks to verify installation quality, sequencing, access, containment, maintainability, and interface readiness.
  • Drive resolution of site issues in collaboration with consultants, contractors, specialist subcontractors, and internal stakeholders.

6. Testing, Commissioning & Handover

  • Ensure structured testing, commissioning, integration testing, and performance validation are planned, witnessed, and documented.
  • Oversee integration across ELV, IT, security, lighting, vertical transport, and building systems where interfaces exist.
  • Ensure defects, open items, dependencies, and operational readiness issues are tracked and closed.
  • Ensure completeness and quality of as-built documentation, O&M manuals, training materials, handover records, and operational acceptance documentation.

7. Governance, Reporting & Documentation

  • Provide regular reporting on progress, program risks, technical issues, commercial implications, decisions required, and key escalations.
  • Ensure all documentation is properly managed within the project EDMS, including Aconex or equivalent platforms.
  • Maintain clear audit trails of decisions, changes, approvals, technical directions, and risk closure.
  • Ensure MBS Health & Safety principles are embedded across project delivery.
  • Prepare for and attend meetings, workshops, site reviews, technical reviews, and stakeholder briefings.
  • Monitor consultant, contractor, and internal resource needs throughout the project lifecycle.

Key Interfaces

  • DPM leadership, MBS IT operations, security operations, facilities, procurement, commercial, design consultants, main contractor, specialist subcontractors, and authority or compliance stakeholders where relevant.

Success Measures

  • Assigned systems are delivered safely, on program, and to approved technical and operational standards.
  • Key interfaces with IT, ELV, MEP, security, operations, and building systems are resolved before they affect construction or commissioning.
  • Technical risks are identified early, escalated clearly, and closed with documented decisions.
  • Testing, commissioning, handover, training, and documentation are completed to operational acceptance standards.

Requirement

Education & Certification

  • A Bachelor of Engineering or Bachelor of Science degree in a technology, IT, or related building services discipline, such as Building Services, Mechanical, or Electrical Engineering, is preferred.
  • Construction Project Management qualifications are desirable, but not essential.

Experience

  • Minimum 10 years of relevant working experience, including at least 5 years in a senior project delivery, technical coordination, or infrastructure technology management capacity.
  • Experience on large-scale hospitality, mixed-use, commercial, airport, healthcare, integrated resort, or similarly complex live-environment projects is preferred.
  • Practical experience across design coordination, procurement support, construction delivery, testing, commissioning, handover, and operational readiness.
  • Strong understanding of ELV, IT infrastructure, building services interfaces, construction sequencing, and master program dependencies.
  • Able to interact confidently with internal and external stakeholders, including consultants, contractors, vendors, operators, and senior management. Overseas travel may be required as part of the design and delivery process.

Competencies

  • Strong stakeholder management and communication skills, with the ability to translate technical issues into clear project decisions.
  • Sound technical judgment across infrastructure technology, ELV systems, systems integration, and operational technology interfaces.
  • Strong program awareness, with the ability to understand dependencies, sequencing, float, critical path, and delivery risk.
  • Good commercial awareness, including the ability to identify scope gaps, exclusions, assumptions, and scope change implications.
  • Strong risk management, issue resolution, decision tracking, and escalation discipline.
  • Competent user of Microsoft Office Suite, Bluebeam, Aconex, and common project collaboration tools.
  • Good command of written and spoken English.
  • CAD, BIM, digital construction, or commissioning management platform experience is beneficial.
