Tbm Consultant - Rfp Development Specialist

We are seeking an experienced Technology Business Management (TBM) Contractor to support our TBM team on a contract basis in the design, development, and delivery of a Request for Proposal (RFP) for evaluating TBM software tools. This role is instrumental in helping articulate and document our business and technical requirements to ensure an effective vendor selection process.

The ideal candidate will possess deep knowledge of IT financial management, value realization, and TBM frameworks, along with hands-on experience drafting or contributing to RFPs for technology platforms or software solutions.

Key Responsibilities:

  • Collaborate with the TBM team to design and develop the RFP for TBM Tool evaluation, ensuring alignment with industry best practices and internal objectives.
  • Analyze current-state IT financial management processes and identify key business and technical requirements for future TBM solutions.
  • Document clear, concise, and comprehensive functional and technical specifications to be included in the RFP.
  • Assist in establishing objective, data-driven evaluation criteria for vendor proposals.
  • Contribute to the development of RFP templates, vendor response forms, and structured questions to solicit meaningful responses from potential vendors.
  • Support information gathering efforts related to project scope, budgets, resource needs, and timelines relevant to technology investments.
  • Review and refine draft RFP documents for clarity, consistency, and accuracy.
  • Maintain organized documentation throughout the RFP development lifecycle.

Required Qualifications:

  • Proven experience in Technology Business Management (TBM), including familiarity with the TBM Taxonomy, IT financial modeling, and value management.
  • Experience contributing to RFPs or technical documentation related to enterprise software/tool procurement.
  • Strong understanding of IT cost transparency, budgeting, and performance management principles.
  • Proficiency in Excel, with the ability to analyze and model financial data and reporting needs.
  • Strong analytical and communication skills with the ability to collaborate across technical and non-technical teams.
  • Ability to work independently, manage multiple tasks, and meet tight deadlines.

Preferred Qualifications:

  • Experience in preparing RFPs or evaluations specifically for TBM tools (e.g., Apptio, ServiceNow ITFM, etc.).
