Utility Systems Maintenance Technician - Collections

JOB INFORMATION

Non-exempt (compensatory and/or overtime eligible; additional compensation to include uniforms, steel toed boots, PPE, tools and in house laundry service); full-time; 40 hours per week; Monday – Friday; 7:00 a.m. – 3:30 p.m.; full-benefits

This position will assist in the operation, repair, and maintenance of the sewage collection systems. Supervision is received from the Utility Systems Maintenance Technician IV, the Collection Systems Maintenance Supervisor, Assistant Superintendent and/or the Superintendent, Maintenance.


NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES

  • Perform preventive maintenance on the collection system including restoring pipe capacity by removing debris, grit, and grease from the sewer mains and laterals
  • Perform corrective maintenance on the collection system including repairing and restoring service
  • Repair broken lines
  • Locate underground cable and utilities
  • Excavate with backhoe and excavator
  • Handle reactive maintenance such as service calls
  • Receive and/or review various records and reports such as safety training, service calls, and maintenance tasks and/or work orders
  • Prepare and/or process various records and reports such as service request calls, vehicle pre-trip log sheet, and maintenance tasks/work orders
  • Operate a variety of vehicles, equipment, and machinery such as sewer jetter, vac-truck, CCTV truck, dump truck, excavator, etc.
  • Interact and communicate with various groups, individuals, customers, and members of the public
  • Perform maintenance, equipment repairs or replacements, and new installations as needed
  • Maintain the sewer collection system, using hand tools and excavation equipment during repair of underground sewers
  • Perform cleaning and repair activities in confined and/or hazardous environment such as manholes, wet wells, and tanks
  • Operate sewer line television inspection equipment, including push-operated and remote operated cameras
  • Respond to emergency calls as needed
  • Perform other duties as required

QUALIFICATIONS AND REQUIREMENTS

The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.


LEVEL TRAINEE REQUIREMENTS ($21.66 - $36.83 per hour):

  • High school graduation or the equivalent
  • Possession of a valid Maryland Commercial Class Restricted A driver's license with air brake and tank truck endorsements or possession of a valid automobile operator's license with the ability to obtain the Commercial Class Restricted A driver's license and required endorsements within 12 months of hire
  • Ability to successfully obtain a temporary Wastewater Collection certification within 6 months of hire
  • Satisfy at least 50% of the Level I PLPR requirements within 6 months of hire

LEVEL I REQUIREMENTS ($23.18 - $39.41 per hour):
  • High school graduation or the equivalent
  • Possession of a valid Maryland Commercial Class Restricted A driver's license with air brake and tank truck endorsements
  • Minimum 1 year of related work experience, installing current, modern utilities for municipal sewer systems
  • Possession of one of the following certifications - Wastewater Collection Operator or Class I – V Wastewater Treatment Plant Operator certification issued by Maryland Board of Waterworks and Wastewater Systems Operators

LEVEL II REQUIREMENTS ($24.80 - $42.17 per hour):
  • High school graduation or the equivalent
  • Minimum 3 years of related work experience, installing current, modern utilities for municipal sewer systems
  • Some experience operating heavy equipment (e.g. backhoe, CCTV truck, sewer vacuum truck, jetter truck, etc.)
  • Valid certification issued by MD Board of Waterworks and Waste Systems Operators as a class 2 Wastewater Collection System Operator - OR - valid certification as a Class 1, 2, 3, 4 or 5 Wastewater Treatment Plant Operator
  • Possession of a valid Maryland Commercial Class Restricted A driver's license with air brake and tank truck endorsements
  • With the Director's approval, qualified new employees may be placed in Proficiency Level 2 immediately upon hire if the employee has the required experience. However, the employee must satisfy all the PLPR Level 2 requirements within the employee's probationary period. The employee has 12 months to obtain MD CDL Class A with tanker endorsements and pass the written exam for a MD State Wastewater Collection system Operator certification. Otherwise, the new employee may be demoted to a Level 1 pay grade or be terminated from employment. The work experience required for a "qualified" new employee to be considered for advanced placement in Proficiency Level 2 at the time of hire is 3 years employment performing work similar to that required for PLPR Level 2.
LEVEL III REQUIREMENTS ($26.54 - $45.12 per hour):
  • High school graduation or the equivalent
  • Minimum 5 years of related work experience installing current, modern utilities for municipal sewer systems
  • Valid certification issued by MD Board of Waterworks and Waste Systems Operators as a Class 2 Wastewater Collection System Operator - OR - valid certification as a Class 1, 2, 3, 4 or 5 Wastewater Treatment Plant Operator
  • Possession of a valid Maryland Class A Restricted Commercial Driver’s License with driver's license with air brake and tank truck endorsements
  • With the Director's approval, qualified new employees may be placed in Proficiency Level 3 immediately upon hire if the employee has the required experience. However, the employee must satisfy all of the PLPR Level 3 requirements within the employee's probationary period. The employee has 12 months to obtain MD CDL Class A restricted with tanker truck endorsement and MD State Water Distribution or Wastewater Collection System Operator certifications. Otherwise, the new employee may be demoted to a Level 2 pay grade or be terminated from employment. The work experience required for a "qualified" new employee to be considered for advanced placement in Proficiency Level 3 is 5 years employment performing work similar to that required for PLPR Level 3.
LEVEL IV REQUIREMENTS ($30.38 - $51.66 per hour)
  • High school graduation or the equivalent
  • Minimum 7 years of related work experience installing current, modern utilities for municipal sewer systems
  • Experience operating heavy equipment (e.g. backhoe, CCTV truck, sewer vacuum truck, jetter truck, etc.)
  • Valid certification issued by MD Board of Waterworks and Waste Systems Operators as a Class 2 Wastewater Collection System Operator - OR - valid certification as a Class 1, 2, 3, 4 or 5 Wastewater Treatment Plant Operator
  • Possession of a valid Maryland Class A Restricted Commercial Driver’s License with driver's license with air brake and tank truck endorsements
  • With the Director's approval, qualified new employees may be placed in Proficiency Level 4 immediately upon hire if the employee has the required experience. However, the employee must satisfy all of the PLPR Level 4 requirements within the employee's probationary period. The employee has 12 months to obtain MD CDL Class A Restricted with endorsements and MD State Water Distribution or Wastewater Collection System Operator certifications. Otherwise, the new employee may be demoted to a Level 3 pay grade or be terminated from employment. The work experience required for a "qualified" new employee to be considered for advanced placement in Proficiency Level 4 is 7 years employment performing work similar to that required for PLPR Level 4
NOTE: Placement into a trainee, I, II, III or IV position level is based upon such qualifications as education, work experience, and relevant certification. The upper pay ranges reflect possible wage rates for internal County transfers and promotions. For transfers and promotions, wage rates are calculated per County policy.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Ability to maintain County Authorized Driver privileges
  • Ability to obtain licensures/certifications required for the position
  • Basic knowledge of the sewage collection system operation, with the ability to clean, inspect, and perform maintenance as needed
  • Knowledge of basic utility construction site hazard and safety procedures (e.g. confined space entry, hazardous energy lockout and tagout, etc.)
  • Ability to effectively read and analyze gauges, meters and level indicators and interpret readings
  • Ability to read and interpret blueprints, plans and drawings
  • Considerable knowledge and skill in the safe operation of trucks, motorized equipment, and power/hand tools under all types of weather conditions
  • Considerable knowledge of potential hazards related to truck and equipment operations, with ability to effectively apply appropriate safety precautions
  • Ability to make minor repairs and adjustments to vehicles and equipment, with ability to recognize more serious mechanical problems in order to arrange for prompt repair and avoid safety hazards
  • Computer knowledge with the ability to learn and accurately enter data into the Cartegraph work management system and GIS system
  • Ability to develop, maintain and foster positive and effective working relationships with co-workers and the general public
    Strong written and spoken (English) communication skills, including the ability to accurately complete forms and reports and the ability to understand and follow written and spoken instructions
  • Knowledge of how to repair and back fill.
  • Knowledge to perform manhole repairs and/or replacements.
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
  • While performing the duties of this position, the employee is frequently lifting up to 20 pounds, pulling up to 40 pounds and driving; occasionally sitting, lifting up to 50 pounds, stooping/kneeling/crouching and performs repetitive motions; and rarely climbing, crawling, pushes over 40 pounds, pulls over 40 pounds
  • While performing the duties of this position, the employee is constantly working outdoors; frequently works near machinery; occasionally in cold temperatures (below 32 degrees) and in a dirty and dusty environment and potential exposure to infectious diseases; and rarely works in hot temperatures (above 100 degrees), below ground level, in confined spaces and at heights

ADDITIONAL INFORMATION / EXAMINATION PROCESS

  • Available for rotating on-call schedule and emergency situations
  • Required licenses and certifications must be maintained during tenure of employment
  • Within two years employee must satisfy proficiency level progress training requirements for the PLPR level II classification. The employee will be, otherwise, terminated from employment.
  • PLPR Level II is the basic functional level an employee must attain
  • Promotion to higher classification is obtained by participating in and meeting criteria in the Division's Skill Based Classification program (on-the-job training), the inability to successfully meet these requirements may result in demotion to a lower classification or termination
  • This position is considered essential in the event of an emergency or other event as determined by DUSWM administration

Retirement Plan:
A defined benefit retirement plan is provided for all regular County employees. Employees are automatically enrolled in either the Uniformed Plan (5 year vesting) or the Non-Uniformed Plan (5 year vesting, effective 07/01/2024) depending upon position classification. The majority of support for the plan is provided by the County; however, employees are required to make a mandatory pre-tax contribution towards their benefit. Retirement benefits are payable at normal, early or delayed retirement. Retirement benefits are also payable upon termination and in the event of death or disability.

Health Insurance:
County employees have a choice of two medical insurance plans, an In-Network (HMO) Plan or a High Deductible medical plan with a Health Care Savings Account, to provide coverage for medical and surgical expenses, hospital and emergency care expenses, mental health expenses and prescription drugs. The County and participants share in the cost of the health insurance with the employee having the benefit of pre tax contribution deductions. Medical insurance goes into effect on the first day of active employment.

Dental Insurance:
Employees may select coverage from one of three dental plan options, ranging from a PPO plan to a dental HMO plan. Coverage includes preventive care, fillings, crowns, bridges and dentures, and the cost of dental insurance is shared by both the County and the employee. Dental insurance goes into effect on the first day of the month that follows the eligible employee's completion of 30 days of active employment

NOTE: Employees working 75% or greater of a 35 or 40 hour position are eligible for health & dental insurance.


Flexible Spending Accounts:
The Flex Spending plan allows employees to pay health and day care expenses with pre-tax dollars. Employees may set aside part of their salary in a special account that can be used throughout the year to reimburse themselves for out-of-pocket medical expenses. The maximum contribution is $3,400 per year for Health Care Spending and $7,500 for Dependent Care Spending (work-related day care expenses). Examples of expenses that can be reimbursed for Health Care Spending include, but are not limited to: deductibles, co-payments, dental fees, chiropractors' services, and eyeglasses / contact lenses.

Life Insurance:
Employees are insured for 2 times their annual salary in case of death plus 2 times their annual salary for accidental death. Employees do not contribute to the premiums for this coverage. A Supplemental Life Insurance is also offered to regular County employees. The plan allows employees to purchase individually owned term life insurance for themselves, their spouse, and their dependents.

Savings Plan - Deferred Compensation:
The County offers a Section 457 Plan. Deferred compensation plans allow participants to save for retirement in either a pre tax or post tax (Roth) investment account. Contributions are invested at the employee's direction into one or more of the variety of investment options offered by the plan. Changes may be made to the contribution levels, investment options, etc. at any time. Contribution maximums are set each year by the IRS.

Educational Reimbursement Program:
County employees who have successfully passed their probationary period may apply for education reimbursement for courses that can improve or develop an employee's capabilities related to their current job or for a promotional opportunity within Frederick County Government. The benefit also covers the costs of job-related non-credit courses. If the employee receives a grade of at least a C, or successfully passes a non-credit course, the County reimburses the employee 75% of the costs of tuition, fees and books. If an employee doesn't remain employed with Frederick County Government for two years after a class is taken, the benefit needs to be reimbursed to FCG.

Leave
Annual Leave – Employees are eligible to use Annual Leave after their 6 month probationary period. Annual Leave accrues as follows: Years of service days per year
0 – 2 years 11 days
2 – 10 years 17 days
10 + years 24 days

Sick Leave - Employees will earn sick leave at a rate of 15 days per calendar year.

Sick Leave may also be used for illness of an employee's child, dependent, spouse, parent or parent-in-law. There is no limit on the amount of sick leave accumulated. Unused Sick Leave may be used for additional credit in the pension plan at the time of retirement.

NOTE: Regular benefited part-time employees earn annual and sick leave on a pro-rated basis based on their actual number of hours worked biweekly up to their assigned number of regularly scheduled work hours.


Other available types of leave include, but are not limited to, Family Medical Leave, Bereavement, Jury, and Military.

Holidays:
The County observes 10 holidays every year and 11 are observed on years of General Elections.
