Asbestos Technician - Carpenter

Asbestos Technician / Carpenter – Project Services works under the general supervision of the Supervisor of Program Services and in partnership with one other Asbestos Technician / Carpenter and two Technicians, who together are responsible to maintain, review, and record all asbestos containing materials in buildings owned by the City of Winnipeg and maintained by the Municipal Accommodations Branch.

As the Asbestos Technician / Carpenter, you will:

  • Perform annual building inspections following all requirements of the Province of Manitoba Asbestos Management Regulations and Legislation.
  • Perform abatement, repair and encapsulation.
  • Contract Administration.
  • Provide support to Municipal Accommodations employees for maintenance and construction projects.
  • Provide support to City employees in the event of asbestos and/or hazardous material related emergencies.
    • Note: this duty has the potential to be performed in a high stress environment with City employees with little to no knowledge of asbestos/hazardous materials.
  • Handle and remove various other hazardous materials.
  • Perform other assigned duties that fall within the classification as required.

Your education and qualifications include:

  • Journeyperson Carpenter Certificate with Red Seal.
  • Minimum 36 months related work experience as a multi-discipline Journeyperson Carpenter.
  • Demonstrated ability to produce accurate working drawings from sketches (building floor plans and elevations, system schematics, etc.).
  • Demonstrated ability to read and interpret building drawings and construction specifications.
  • Demonstrated proficiency using current version of AutoCad software to produce electronic drawings.
  • Demonstrated ability in the use of Microsoft Office Software including Outlook, Word and Excel.
  • Demonstrated ability to communicate effectively both orally and written.
  • Project management skills.
  • Ability to use hand tools, power tools and other tools/measuring instruments required to perform the duties of the position.
  • Ability to produce quality finishing work.
  • Ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public.
  • Ability to work independently with minimum supervision and in a team and be able to organize tasks efficiently.
  • Ability to exercise initiative and sound judgment.
  • Must have or be able to acquire in a reasonable period of time, a thorough knowledge of the occupational hazards and safety precautions and regulations that are applicable to the position's area of work.

Conditions of employment:

  • The successful candidate must maintain legal eligibility to work in Canada. If the successful candidate possesses a work permit, it is their responsibility to ensure the permit remains valid.
  • Must possess and maintain a valid Manitoba Journeyperson Carpenter Certificate with Red Seal.
  • Must possess and maintain a valid Class 5 Manitoba Driver’s License. The successful applicant will be required to provide a driver’s notice in force document upon request.
  • A Winnipeg Police Service Level 2 Security Clearance and in-depth background check satisfactory to the employer will be required from the applicant(s) or successful candidate(s). This position may require a Level 3 Security Clearance from the Winnipeg Police Service.
  • A Child Abuse Registry Check satisfactory to the employer will be required from the successful candidate, at their expense.
  • Must be physically capable of performing the duties of the position including the ability to work indoors and outdoors in all weather conditions, ability to lift, carry, setup and climb long portable extension ladders and scaffolding, use of fall protection equipment, operate/work in bucket/lift equipment, and work at all heights and confined spaces as required by work assignments.
  • Must be able to wear a properly fitted air-purifying half face breathing respirator, Tyvek suit and other personal protective equipment as required by the work assignment and the ability to work with and in very close proximity to a variety of hazardous materials including asbestos, mould, PCBs, lead, etc.
  • The successful applicant may be required to work in confined areas and hazardous locations where the wearing of self-contained breathing equipment is necessary due to lack of oxygen and/or presence of harmful gases.
  • Possession of, or ability to obtain, training to fasten items to asbestos containing materials
  • Must complete required training in the use of specialized equipment, such as scissor lifts, forklifts, etc. within a specified time frame and take upgrading courses as required.
  • Completion of 3 day “Asbestos Awareness Control in Buildings & Industry in Manitoba” within 6 months of starting the position.
  • Completion of St. John’s Ambulance First Aide 1 within 3 months of starting the position.
  • Must be able to work evenings and weekends as required.
  • The successful applicant(s) will be required to provide CSA Grade 1 approved personal protective safety boots or shoe with defined heel at their own expense.
