What we are looking for:
NRC is seeking a seasoned Expert Adviser for Strategy and Planning in Humanitarian Access and Safety (HAS) . In this role, you will be a key strategic partner to the Global HAS Director and the Global HAS Management Team - supporting the development and implementation of global HAS policies, procedures, strategies, and plans, that enable NRC to maintain principled humanitarian access in its operational areas in a safer and more effective manner. You will help shape global HAS strategies that directly enable NRC to deliver on its mission, while upholding humanitarian principles, with plans and policies that are forward-looking, coherent, and fully aligned with NRC’s Global Strategy. Success in this role will require working closely with other core global functions to create seamless strategic integration.
What you will do:
Here are some of your generic responsibilities:
Line management responsibilities for directly reporting staff. This includes the
Performance management process; setting clear goals aligned to country strategy and priorities, and to follow up and support staff’s achievement.
Responsible for key processes as workforce planning, recruitment, staff induction and development and ensure Duty of Care for own staff
Supports the induction, guidance, support, mentoring, capacity building, and development of Regional Heads of HAS as well as Global HAS colleagues.
Leads HAS global alignment with relevant NRC departments and sections to ensure and facilitate alignment and coordination across. Relevant thematic areas include Duty of Care, Access, Emergency Response, and Local Partnership.
Provides support to Global Programme, Emergency Response, Risk Management, and other NRC Global entities as strategic HAS interface for Plans, Policy, audit and quality control alignment.
Contributes and quality controls relevant HAS policy, strategy and annual planning documents including strategic planning for the GHASD.
Supports Administrative and Reporting Officer to finalize internal and external HAS reports and submit for GHASD approval, including regular reports to NRC’s Board, SMG and Risk Management and external donor reporting.
Serves as an alternate core member of the HO crisis management team and deploys to support Regional or Country crisis teams if directed.
Contributes to NRC’s security risk management culture by creating and promoting solutions to ensure safe delivery of humanitarian responses.
Compliance and adherence to NRC policies, guidance and procedures, and a specific responsibility for the HAS policies and procedures
Contribute to development and dissemination of tools and guidance on humanitarian access, including engagement with NSAGs and access coordination mechanisms.
Here are some of your specific responsibilities:
With the integration of Access into the HAS section in 2025, collaborate closely with the Global Lead Humanitarian Access in the simplification, alignment and integration, when possible, of safety and security, and access policies, procedures, and guidance.
Works with the GHASD to contribute to development of HAS global strategies and plans in line with NRC’s Global Strategy, ensuring that HAS policies and procedures are designed to support NRC in delivery of its mission while ensuring Duty of Care.
Works with the GHASD on NRC’s Global Strategy and its implications for HAS global plans and relevant global development projects with a specific focus on safety and security.
Collaborates and supports NRC departments on HAS thematic areas to be considered and align with strategies, plans and policies.
In close corporation with the Global HAS Management Team, develops relevant HAS policies and SOPs for approval by the GHASD.
Contributes to HAS compliance reviews or verifications when needed or upon request from the GHASD on HO level.
Holds delegated responsibility for internal NRC communication on technical policies, procedures and standards, and facilitate knowledge and best practice sharing among HAS teams globally with support of Administrative and Reporting Technical Officer.
In collaboration with Global HAS team, provides regular analysis of main safety and security threats and risks for NRC including mitigation strategies development.
In collaboration with Global HAS team, provides operational overview and guidance to the GHASD on HAS threats and risks, crisis and operational support to the field.
Develops and recommends policies, procedures and guidelines for operational management of safety and security threats, risks and crises and ensures that lessons are captured, documented and informs future actions.
At the request of GHASD, participates in recruitment and induction processes of Global Roving HAS and Emergency Response Managers and Regional Heads of HAS, in line with organisational and HAS specific requirements.
Leads and coordinates HO HAS support to the field, such as deployment of Global Roving HAS and Emergency Response Managers
Leads quality control and review of regional HAS documents, plans, and procedures.
Carries out field missions at the request of GHASD, including to support in safety and security audits.
- Any other tasks as delegated by the line manager.
- Support the Global Humanitarian Access Lead in developing and updating humanitarian access guidelines and toolkits, including engagement with NSAGs, and provide technical support and training to country offices and regional hubs on access coordination where delegated.

What you will bring:
Master’s Degree-level of education.
Minimum eight years of experience working in the field of humanitarian access, safety and security, with INGOs, the UN and/or private sector (not including military or private security), including work experience from ‘High’ or ‘Extreme’ Risk contexts.
Excellent and documented experience with programme operations and implementation in the field.
Solid understanding of principles and practices in broad humanitarian action, NGO safety and risk management, humanitarian access, and civil-military coordination.
Substantial and demonstrated prior experience in plan, policy and procedure development, including experience in implementation, operationalisation and presentation to senior management and to a wide range of audiences.
Strong report writing and good communication and presentation skills.
Exemplary command of the English language (written and spoken). Additional language skills in Arabic, French and/ or Spanish are preferred.
Professional qualifications or studies in international affairs, International Humanitarian Law, social science as well as general management, security/risk management are a plus
Prior work experience at the regional or global level is an advantage.
Experience or qualifications in humanitarian access or negotiation at operational and policy level is preferred.
What we offer:
Duty station: NRC Head Office in Oslo, NRC Rep Offices in Berlin, Brussels & London, EoR approved countries, and any NRC country and regional offices.
Contract: Permanent.
Travel: 10 - 15%.
Salary/benefits: Grade 10 on NRC’s Resident salary scale, with accompanying terms and conditions.
