The public vocational rehabilitation (VR) program administered through the Texas Workforce Commission helps people with disabilities to prepare for, obtain, retain, and advance in employment.

The mission of the Texas Workforce Commission (TWC) is to promote and support a workforce system that creates value and offers employers, individuals and communities the opportunity to achieve and sustain economic prosperity. This OIB Program Specialist VI position can be performed from any city in Texas.

The OIB Program Specialist VI is selected by and reports to the Director of the Office of Blind Services and performs highly advanced (senior-level) consultative services and technical assistance relating to the programs administered by VRS OIB. Work is performed under minimal direction with considerable latitude for the use of initiative and independent judgment.
GENERAL DUTIES:
The OIB Program Specialist VI:
- Serves as the subject matter expert and lead specialist for the division's Older Individuals who are Blind program (OIB).
- Provides consultative and technical assistance to the OIB program staff and management.
- Coordinates policy matters related to OIB.
- Coordinates information gathering and completion of reports and requests for information.
- Represents OIB at meetings and work groups and makes recommendations on action items.
- Coordinates services with contracted providers.
- Work is performed under minimal direction with extensive latitude for the use of initiative and independent judgment.
- Performs other duties as assigned.
PREFERRED QUALIFICATIONS
- Experience in developing relationships and oversight with providers who deliver services to customers who are blind/visually impaired.
- Experience in mentoring and training staff.
- Experience in the fields of blindness and gerontology.
- Skill in analyzing program data and effectively communicating results.
- Skill in writing, editing and delivering high quality reports.
- Experience with VR/OIB case reviews.
- Knowledge of VR/OIB policy manuals and guides.
MINIMUM QUALIFICATIONS:
- Three years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.
- Relevant academic credits may be applied toward experience qualifications for this position.
Position travels up to 50% of the time. Must be able to lift/carry 10 pounds.
