Job Responsibilities
- Manage multiple types of procurement service requisitions and contracts including but not limited to: (Material Supply and Services Agreement, Professional / General Services Agreement, Works Order, Sub-Contractor Agreement, Facilities Services and Maintenance).
- Prepare, issue, and administer procurement packages and contract documentation across categories (construction materials, facilities equipment, services).
- Understand legal contracts and negotiate competitive, commercially sound terms; manage risk allocation, liabilities, warranties, insurances, payment terms, and variations.
- Source, qualify, and select suitable vendors; run competitive bids (RFI/RFQ/RFP), including the statement/scope of work, technical specifications, evaluation criteria, and commercial terms.
- Negotiate to ensure competitive pricing and total cost of ownership; establish strategic agreements with key service providers for sustainable value.
- Ensure all activities comply with relevant local SOPs, regulatory requirements, and internal governance.
- Administer the contract lifecycle from award through closeout, including performance tracking, claims/variation management, documentation, and lessons learned.
- Facilitate value engineering exercises with cross functional teams and contractors to unlock cost, schedule, quality, and sustainability benefits.
- Build trust and influence decisions by translating technical and commercial insights into clear business narratives (benefits, trade offs, risks, ROI).
- Align facilities and procurement strategies with business objectives, user experience, and financial targets.
All duties are to be performed in accordance with departmental and MBS’s policies, practices, and procedures.

- Bachelor’s degree required in construction management, facilities management or engineering (or an equivalent experience).
Experience
- Minimum 6 years of experience in contract management and/or construction management or a related field experience).
- Having supported or led performance based outsourcing initiatives, and supported quarterly business reviews and continuous improvement initiatives to enhance quality, cost, safety and sustainability is an advantage.
Other Prerequisites
- Knowledge of financial and cost management, contract management, and spreadsheet analysis. Skills with Microsoft Office suite and spreadsheets are essential. Work in a fast-paced, busy, and somewhat ambiguous environment.
- Meticulous, attention to details, analytical and lateral thinking with strong desire to learn and contribute.
- Excellent written and verbal communication skills across all aspects of the business.
- Proficiency in computer applications - MS Office (Excel, Word, PowerPoint).
- Ability to communicate effectively in a positive/upbeat fashion utilizing English; both in oral and written form, interpersonal skills with focused attention to guest needs to deal effectively with all business contacts.
- Ability to influence management, team members, and suppliers with facts and figures while working under pressure and meeting deadlines.
- Excellent interpersonal skills, especially ability to listen and comprehend high volume of information.
- Ability to establish and maintain effective working relationships with management, co-workers and business partners.
- Quick Learner of the process and execution of the activities. In addition to the ability to work with minimal supervision and ability to multi-task.
- Ariba/SAP Platform experience is an added advantage.
