The Information Technology Division (ITD) of the Ministry of SaskBuilds and Procurement supplies a full range of IT services to government ministries and agencies. It supports government customers with help desk, hardware and software, application development and IT security services. The IT Division also sets government-wide policies and standards in IT infrastructure, IT support services and security.
The Citizen Centric Program Delivery (CCPD) Branch of the IT Division is looking for an exceptional Business Intelligence Analyst (Microsoft Power BI Administrator) for the Data Analytic Services team, who can:
- Administer and manage the day-to-day support operations of the Enterprise Power BI service. This includes monitoring the Premium / Fabric capacity usage, creating Power BI workspace environments (by business area); designing report distribution approaches (publishing to an app, or to SharePoint online); administering user-licensing approach; optimizing the end-to-end reporting solution for performance.
- Serve as a go-to contact for all Power BI administration tasks in a multi-tenant environment.
- Monitor and maintain Power BI service configuration, security and availability.
- Enhance and performance-tune Power BI reports / dashboards and data models.
- Offer technical expertise to Power BI report developers and data modelers from various client teams as and when required.
- Create and maintain documentation for the Enterprise Power BI service which includes service description, process standards, operational support and service roadmap.
- Present information to wide variety of technical and non-technical audiences including executive government.
- Be approachable and flexible in dealing with clients, ITD staff and vendor teams.
Typically, the knowledge and skills required for this position would be obtained through:
- An undergraduate degree in computer science, or an equivalent combination of education and relevant experience.
- Microsoft certifications such as Azure Data Engineer Associate (DP-203) or Implementing Analytics Solutions Using Microsoft Fabric (DP-600).
- Extensive knowledge of and experience with Power BI administering and report / dashboard development, data visualization, and other BI reporting tools.
- Previous hands-on experience working with enterprise class databases, OLAP cubes, data warehouses and data lake environments.

You will have knowledge of:
- Solid understanding of Power BI architectural choices, and experience in deploying Power BI service in at least one enterprise environment.
- Must be an expert in administering Power BI environment including workspaces, on-premises data gateway and capacity / domain management in a multi-tenant setup.
- Must be an expert in Power BI security configuration.
- Must have SQL experience in building and analyzing queries in SQL Server, Oracle and DB2 databases.
- Must have thorough understanding of dimensional data modeling concepts, and building reports from Star Schema type data models, as well as ad hoc visualization reports.
- Experience with ETL (Extract, Transform, Load) tools is an asset.
- Experience with Data Science (Python, R etc) and AI / ML tools is an asset.
- Must possess a proven track record on business intelligence project delivery and demonstrate exceptional business acumen, strong customer service, communication and interpersonal skills.
You will have the ability to:
- Able to work effectively within a team environment.
- Recommend / maintain strategies for efficient migration / re-write of objects (models, reports etc.) from other BI reporting environments to Power BI.
- Utilize extensive / broad Power BI experience to identify and recommend features that best support and address the client’s reporting requirements.
- Design and recommend reporting security implementation to isolate information access by business need.
- Submit support tickets and liaise with the vendor (Microsoft) as part of the enterprise reporting platform support.
- Able to work independently to determine methods and procedures on new assignments.
- Receive no instruction on routine work, general instructions on new assignments.
- Perform on-call support duties during non-business hours as and when required.

- Adaptable to respond to constant change within a high-pressure environment.
