Definition of Responsibility
Under general supervision, performs routine subprofessional engineering, drafting, design, and computational work.
Examples of Essential Duties
Performs routine drafting and computational work required to review detailed construction drawings and site plans.
Reviews elementary design work during the review of plans and specifications for the Department of Environmental Protection & Sustainability reviews.
Operates computers and peripheral equipment to perform GIS work and computer aided review of engineering drawings, plans, and projects.
Interprets construction plans and deeds.
Plots property outlines from drawings and deed descriptions. Performs title searches and prepares legal metes and bounds descriptions. Prepares maps, drawings, and signs.
Reviews right-of-way plats.
Plots templates on cross sections to determine right-of-way, earth quantities, and drainage traps.
Prepares legal metes and bounds descriptions, prepares drawings and reports for use in condemnation cases.
Computes engineering costs estimates.
Plots property outlines from drawings and deed descriptions.
Performs title searches to verify metes and bounds descriptions.
Prepares and maintains correspondence, reports and records.

Qualifications
Required Qualifications
Possession of a high school diploma or an appropriate equivalent
Plus
Six years' subprofessional engineering experience.
(Additional qualifying education may be substituted on a year-for-year basis up to maximum of four years for the required experience.)
Preferred Qualifications
- Experience with the Baltimore County building permit process.
- General knowledge of the Baltimore County development process.
- Experience in using database software used to track permit application progress.
- Experience in using land management informational software such as Baltimore County’s My Neighborhood or other GIS software, the state of Maryland’s Real Property search tool and Land Recordation websites.
- Ability to read site plans and construction drawings
Knowledge of drafting materials, instruments, and techniques. Knowledge of mathematics, including algebra, geometry, trigonometry, and the use of logarithms. Knowledge of land surveys, deeds, plats, and construction drawings.
Skill in drafting, computational work, and design work. Skill in the preparation of drawings, right-of-way plats, metes and bounds descriptions, and engineering related reports. Skill in solving mathematical problems. Skill in reviewing building construction plans for private residences.
Ability to solve drafting and computational problems. Ability to follow oral and written directions. Ability to make field inspections. Ability to operate computers and peripheral equipment used to perform drafting and design work, and to conduct engineering studies. Ability to review building construction plans for commercial projects.
Knowledge, Skills, and Abilities (Full Performance)
Knowledge of County and Departmental rules, regulations, policies, and procedures. Knowledge of County engineering standards, codes, and specifications. Knowledge of the principles, practices, and techniques of computer aided drafting and design. Knowledge of computers and software used in GIS and to conduct computer modeling and engineering studies.
Skill in solving drafting and computational problems. Skill in the operation of computers and peripheral equipment to perform drafting and design work and to conduct engineering studies. Skill in reviewing building construction plans for commercial projects.
Proof of Licenses, Certifications and Education
Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

Salary
Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance
General Increases - Cost of living increases and adjustments may be granted as legislated.
Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.
