What we are looking for:

NRC Norway is looking for an experienced Global Lead Shelter & Settlements. In this role, you will lead and shape the global Shelter & Settlements core competency , drive strategy, standards, and innovation - ensuring programmes are relevant, high-quality, and continuously evolving.

You own the big picture: influencing policy, advancing learning, securing funding, and strengthening knowledge-sharing across all levels. As NRC’s senior expert in this space, you will also build and maintain high-level external partnerships that position the organisation at the forefront of humanitarian response. You will lead a team of global advisers, provide technical oversight and ensure strong support to regional and country operations. Working within a matrix structure, you will collaborate across global, regional, and country teams to pilot new approaches, scale innovation, and maximise organisational impact.

The ideal candidate for this maternity cover position must be an NRC internal candidate with previous experience as a Regional Adviser or Global Adviser in Shelter & Settlements in NRC.

What you will do:

Some of your generic responsibilities include:

Policy, Strategy and programme development

  • Shelter & Settlements policy, strategy, and programme development: Responsible for the development of policies, strategies and information related to Shelter & Settlements in line with organisational global policies and strategies. Ensuring the coordination of contributions by global advisers/specialists and enabling the identification and utilisation of programmatic synergies through the integrated response approach.

  • NRC wide policy, strategy, and programme development: Contribute to the content and development of NRC’s Global Strategy, Response Policy, and related governing documents to reflect new needs and emerging humanitarian trends in relation to Shelter & Settlements.

Technical development, support, and capacity building

  • Technical Development: Responsible for the continuous development of Shelter & Settlements standards, working collaboratively with programme colleagues at RO and CO level, and drawing on evidenced best practice to be relevant to the needs of project participants and within the humanitarian landscape. Accountable for the development of tools and methodologies to better integrate cross-cutting issues (including those important for quality programming, such as Safe and Inclusive Programming and Cash & Voucher Assistance) and prioritised development areas into Shelter & Settlements programmes.

  • Knowledge management: Responsible for the pro-active and inclusive management of the NRC Shelter & Settlements community of practice with its members in country, regional, representation and head office. Accountable for the development of tools and resources to support capacity development through the technical lines (to ROs and COs). Contribute to development and delivery of learning and development initiatives working collaboratively with L&D and other colleagues.

  • Innovation: Responsible for facilitating and stimulating an environment conducive to innovation within NRC. Keeping informed on innovation insights and analysis Shelter & Settlements Apply this knowledge where relevant and support integrated into the systems and culture of the organisation as necessary.

Data use and learning
  • Evidence and analysis: Responsible for ensuring that evidence generated is interpreted and utilised for organisational learning, strategic use, programme development, and communication. This includes leading data interpretation in routine learning moments and more specific in-depth learning moments, identifying and promoting best practice and learning, and use of evidence in the development of strategies, guidelines, themes and policies. Accountable for ensuring that sector specific Monitoring, Evaluation and Learning (MEL) content (see above) and learning is communicated, disseminated, and institutionalised.
  • Systems and frameworks: Accountable for the development and design of MEL tools for Shelter & Settlements to ensure that the organisation is generating relevant and useful evidence for organisational learning and accountability. This includes global ToCs and indicators; global evidence and research plans; contribution to strategic evaluation design; responsible for impact research for the sector; quality assessment content; and MEL toolkits relevant to the sector (project participant counting, indicator definitions, qualitative data collection tools, outcome monitoring toolkits). It also includes developing results frameworks for global grants in line with NRC’s MEL framework.
Advocacy, representation, and relationships
  • Advocacy: Responsible for the identification, prioritization, development and documentation of global advocacy issues related to Shelter & Settlements in cooperation with PnP. Contribute to advocacy campaigns related to Shelter & Settlements .
  • Representation and Relationships: Responsible for identification, development and maintenance of relationships with relevant stakeholders (e.g. donors, global Clusters/Working Groups UN agencies, NGOs, research and educational institutions, private sector) related to (named CC). Ensure that NRC is well placed within the wider sector including presenting NRC’s work and position NRC in the major debates and leading advocacy initiatives linked to the Shelter & Settlements.

Administrative Management

  • Staff and matrix management: Responsible for direct management of the Team of global advisers, global specialists, global project managers and consultants. Responsible for identifying and recruiting staff and consultants in line with NRC’s processes and procedures.
  • Prioritisation of support to Country and Regional Offices: Work with Regional Heads of Programme and Business Development to determine and prioritize the support provided by the global team of advisers, ensuring alignment with relevant strategies and guidance.
  • Resource mobilisation: Responsible for providing senior management with the necessary documentation and arguments to include Shelter & Settlements in framework agreements and obtain share of available flexible funds. Also responsible for developing external technical partnerships and fundraising in support of global programme development, in collaboration with external relations, and the institutional partnership donor section, and the Representation Offices.
  • Project Development and Management: Responsible for identifying and articulating project opportunities linked to the Shelter & Settlements at global level, if possible, including country offices. Accountable for the management of these projects, including progress, budgets, spending and donor reporting.
  • Risk: Responsible to identify areas of programmatic risk and elevate issues to senior management.
Some of your specific responsibilities include:
  • Conclude the S&S Global Programme Development Strategy process

  • Oversee the Hilton Foundation Innovation Project through to conclusion

  • Ensure Telethon COs (Afghanistan, Chad, DRC, Sudan, Syria) are set up for the award starting in 2027 in terms of global learning and wider MEAL, including the management of the MEAL consultant (funded by the Hilton Grant) in collaboration with the global MEAL team.

  • Lead on Global S&S Business Development – specifically World Bank and KfW.

What you will bring:

  • Minimum 8 years of relevant leadership/management/adviser experience within the humanitarian field within Shelter & Settlements . Experience as a Regional Adviser or Global Adviser in Shelter & Settlements in NRC is a prerequisite.
  • Extensive experience in programming in complex and volatile contexts.
  • Proven experience in programme quality and strategic approaches to programme development.
  • Experience of leading scoping exercises and leading organisational change and learning processes.
  • Experience of programme quality assessments, programme development and delivery.
  • Experience in drafting and encouraging implementation of policy/strategic guidance and developing practical tools and resources.
  • High level of understanding of organisational learning, and the role and contribution of MEL to evidencing impact assessment.
  • High level of understanding of, and commitment to, providing technical leadership and working collaboratively and supportively with colleagues both within the function and operationally, including capacity building.
  • Understanding of effective matrix management, including working with virtual teams and providing technical supervision and support.
  • Credibility to represent NRC at a strategic level and contribute to global policy developments with key donors and stakeholders.
  • Evidenced experience of delivering learning and development as part of programme development and capacity building.
  • Fluency in English, both written and verbal. Knowledge of French, Spanish or Arabic is considered an advantage.
  • In-depth knowledge and expertise of Shelter & Settlements
  • Understanding of and commitment to integrated programming approaches .

What we offer:

  • Duty station: Oslo, Norway

  • Contract: Maternity Cover - 9 months with possible extension to 12 months .

  • Travel: Up to 20%, including up to 30 days deployment at a time in case of organisational crisis activation.

  • Salary/benefits: Grade 10 Resident contract terms.
