What we are looking for:

NRC is looking for an experienced leader to take on the role as Head of PCM and Grants Management. The role has the overall responsibility for the global Grants Management Function in NRC and will serve as the technical line for PCM and Grants Management through setting direction, policies, tools and guidance. You will ensure that NRC has a cohesive approach to PCM and Grants Management, including utilization of Cycles (NRCs digital grants management system in development) and the PCM framework.

The role leads a unit of highly competent and engaged staff, which is a mix of Grants Specialists, Advisers and Managers, as well as a Cycles and PCM Adoption Specialist and a Partnership Specialist. The unit is partly organized as a pool and has staff members sitting in seven different locations.

The Head of PCM and Grants Management is responsible to lead and ensure that strategic advice and guidance on PCM and Grants Management and support is received by Countries, Regional Teams, Representation Offices, and Head Office (including NORCAP) to ensure that optimal programme strategies, systems, policy, tools and practices can be in place, with the goal of delivering relevant, high-quality programming.

This position is open for NRC internal candidates only, and can be based in Oslo Norway, Rep Offices in Belgium, Germany or the UK, or any other EoR listed country, Regional or Country Offices that are within +/- 2 hours of the CET time zone. Please note that NRC must have an operational office in the selected country and you must have the right to live or work in that country.

What you will do:

Some of your generic responsibilities include:
  • Line management responsibilities for directly reporting staff. This includes performance management, workforce planning, recruitment and duty of care.

  • Responsible for the PCM and Grants Management support to colleagues with PCM and Grants Management responsibilities and develop relevant training including coaching of new staff in the function to ensure they meet NRC’s PCM and Grants Management standards. Also contribute to the induction of new staff with a role in the function processes.

  • Lead and further develop the PCM and Grants Management Function through direction setting, creating a vision for it, standardising approaches, tools and guidance, develops and maintains the PCM and Grants Management framework across NRC.

  • The technical line for Grants Management and PCM efforts across NRC, including for NORCAP.

  • Responsible for the implementation of Cycles within the unit, and when developed and rolled-out to continue to maintain it as a relevant tool for grants management in NRC in collaboration with the Cycles Business Owner.

  • Liaise closely with the Head of Finance in Field Operations to optimize support of finance and grants across the portfolio of projects, and identify which tools is necessary to include in PCM and grants mngt guidance.

  • Build collaborative working relationships with other Global Support structures in prioritisation of support and engage with Regional Heads of Programme on relevant support and quality of the support.

  • Accountable for that the PCM and Grants Management function provides and updates training and capacity building of programme and support staff on NRCs grants management, proposal and report writing, donor rules and regulations, and Project Cycle Management (PCM), and that the team works with the relevant Finance, PnP, Private Fundraising and NORCAP colleagues to contribute to revision and updates to training and capacity building on grants mngt, PCM and internal and donor compliance requirements.

  • Responsible for ensuring that standardised approaches to PCM and Grants Management is followed, in this also responsible to develop compliance practices and monitor adherence to NRCs PCM and Grants Mngt processes incl. any KPI’s and relevant Key Controls.

  • Responsible to ensure that prioritisation exercises happen when needed to, and that the team portfolio is manageable and that resources are balanced.

  • Compliance and adherence to NRC policies, guidance and procedures of PCM and Grants Management, and a specific responsibility for the functions policies and procedures.

Some of your specific responsibilities include:
  • Establish and maintain a proactive community of practice for PCM and Grants Management, and support the development and roll out of Cycles.
  • Establish cost allocation methods in collaboration with the Director Operational Governance and Support and Head of Finance for cost coverage of Grants Management pooled staff, and ensure fundraising is done to maintain staff capacity.
  • Ensure that the PCM Framework is updated and maintained and define if there is a need to create a Grants Management handbook, and responsible to make sure that any tools, guidance and support documents are updated incl. a SharePoint page covering PCM, Grants Management and Cycles.
  • Lead in conjunction with PnP, Private Fundraising colleagues and GPAG the Internally Competing Proposals process, and responsible to keep this process updated as a process and in Cycles and aligned with NRCs needs.
  • Decision maker in usage of the Proposal Development Roster mechanism to support fundraising efforts across NRC based on agreed processes and direction of NRC.
  • When need arises, take on quality assurance tasks for specific project proposals or reports such as Norad SPA and Sida in collaboration with PnP colleagues.
  • Undertake delegated donor representation, including liaising with consortia partners, supporting new business negotiations, and funder reporting in relation to relevant opportunities.

What you will bring:

  • Relevant higher education, preferably at master’s degree level.

  • Minimum 8 years of relevant experience, which includes years of leadership or management experience within the humanitarian/development field.

  • Documented results related to the position’s responsibilities.

  • Proven experience of leading change processes in complex organisations.

  • Understanding leadership, management, influencing and development within a matrix structure.

  • Professional credibility to influence stakeholders and drive change internally.

  • Familiar with programme and other quality standards, donor requirements and trends in the humanitarian sector.

  • Good interpersonal skills, and ability to build collaborative working relationships with a wide range of colleagues internally and externally.

  • Comfortable with leading development projects, working with a broad range of colleagues and developing user friendly tools, frameworks and guidance.

  • A highly conscientious, service minded and structured person with strong planning skills.

  • Fluency in English both written and verbal. Knowledge of German, Spanish, French or Arabic is an asset.

  • Ability to work independently.

  • Enjoys shifting between leading others, developing things individually and contributing to work of others, and has excellent oral and written communication skills.

  • Technical understanding of PCM and Grants Management.

  • Experience in leading teams.

  • Experience with leading teams remotely is a clear advantage.

  • Understanding of NRCs ways of working.

  • Passion for developing a new function, lead and setting direction and structure is a strength.

  • Contract: Permanent.

  • Travel: Up to 10%.

  • Salary/benefits: Grade 10 Resident contract terms.
