HSS DUTY MANAGER (SECURITY & EMERGENCY RESPONSE)

As PSA transitions into a fully automated and digitalised smart port, we are looking for a dynamic HSS Duty Manager to strengthen our security, safety, and emergency response capabilities.

Main responsibilities:
- Security leadership
- oversee port-wide security operations and compliance
- coordinate with Home Team agencies
- conduct threat assessments, vulnerability studies and Red Teaming exercises
- Emergency Response Command
- lead firefighting, rescue, HazMat and medical emergencies
- ensure strong safety discipline and operational control on the ground
- Operational Readiness
- manage readiness of fire stations, equipment, vehicles and emergency assets
- oversee procurement, testing and certification of life‑saving equipment
- Innovation & Digitalisation
- support smart‑system integration and automation projects
- enhance surveillance, risk management and operational visibility
- Training, Governance & Team Development
- mentor officers and build a strong, safety-first culture
- lead drills and exercises and continuous improvement initiatives
- ensure compliance, documentation and audit standards
Requirements:
- Degree or Diploma with at least 5 years of relevant experience
- Preferably:
- hold/held leadership roles in SCDF or SPF
- with Emergency Medical Technician, HazMat, Marine or security background
- have relevant certifications such as Fire Safety Manager, Aerial drone license or in security
- Strong leadership, communication and stakeholder management skills
- Passionate about innovation, readiness and safety excellence
- Able to meet the fitness requirements of the job and can perform shift duties
