Purpose of consultancy

The consultancy is to provide technical and implementation support to the WHO Regional Office for the Western Pacific and priority Country Offices, particularly the Philippines Country Office, to strengthen integrated control and elimination of Neglected Tropical Diseases (NTDs) and malaria. The consultant will support the planning, implementation, monitoring, and reporting of priority NTD and malaria interventions in line with national strategies and the WHO NTD Road Map 2021–2030, with a focus on surveillance, mass drug administration, health commodity management, integrated and people‑centred approaches, and One Health interventions to accelerate progress towards elimination targets.

Background

The Western Pacific Region has identified priority Neglected Tropical Diseases (NTD) across multiple Member States and is committed to accelerating elimination and control in line with the WHO NTD Road Map 2021–2030 and regional resolutions. Several Priority Country Offices, including the Philippines Country Office, are implementing integrated, multi-disease approaches addressing malaria, lymphatic filariasis, schistosomiasis, soil-transmitted helminthiases, yaws, rabies and leprosy, alongside other cross-cutting interventions needed to control and eliminate endemic NTDs (such as One Health approaches and strengthening the underlying health systems). Across the Region, substantial progress has been made towards malaria elimination, with many countries and subnational areas achieving malaria-free status, while a limited number of remaining foci require intensified, targeted and cross-border action.

The WHO Regional Office supports NTD endemic countries and areas in the Western Pacific Region to control and eliminate the priority NTDs according to the national strategies and in alignment with the targets of the Global NTD roadmap. The Region is characterized by epidemiological diversity, complex supply needs for NTD health commodities, integrated skin disease opportunities, and increasing expectations for high-quality surveillance, data reporting, and disease elimination dossiers. Despite substantial progress, several countries continue to face operational, technical, and logistical challenges in sustaining and accelerating progress towards NTD control, elimination, and eradication targets.

In line with the WHO NTD Road Map 2021–2030, regional priorities include strengthening NTD surveillance and reporting systems, ensuring reliable planning and management of NTD health commodities, scaling up integrated and people-centred approaches (including skin NTD integration), and providing tailored support to priority diseases such as lymphatic filariasis, rabies, leprosy, soil-transmitted helminthiases (STH), schistosomiasis, trachoma, and yaws. Effective implementation of mass drug administration (MDA), intensified disease management, and One Health approaches—particularly for zoonotic NTDs—remains critical.

Through this STC, the regional office will continue to support priority public health interventions in the Philippines besides focusing on other regional priorities (including support to member states to enhance capacities on leprosy disease elimination, Mass Drug Administrations, and transmission assessment of LF).

Deliverables

Management and supply of NTD health commodities: Provide technical and analytical support to regional and country-level planning, forecasting, quantification, and monitoring of NTD health commodities, aligned with preventive chemotherapy schedules, MDA plans, and elimination targets. Support follow-up with countries to address supply bottlenecks, improve data quality related to commodity requests and consumption, and strengthen coordination with relevant partners and supply mechanisms.

NTD data, surveillance, and reporting: Support the consolidation, validation, and analysis of NTD surveillance and program data for regional and global reporting, including monitoring progress against NTD Road Map 2021–2030 indicators. This contributes to strengthening data completeness, consistency, and use for decision-making, and provide technical support to disease elimination and validation dossiers, as required.

Integration of skin-related NTDs: Provide technical inputs to advance integrated approaches for skin-related NTDs, including alignment with primary health care, people-centered service delivery, and universal health coverage. Contribute to the development or review of guidance, operational tools, and country support activities that promote integrated case detection, management, and referral.

Targeted technical support to priority NTDs: Deliver focused technical assistance to priority NTDs—lymphatic filariasis, rabies, leprosy, soil-transmitted helminthiases, schistosomiasis, trachoma, and yaws—based on country needs. Support program planning, implementation, monitoring, and resolution of key operational challenges, with attention to sustaining gains and accelerating progress towards elimination targets.

Support to priority public health interventions, including MDA and One Health: Provide technical and coordination support to priority public health interventions, including mass drug administration and relevant One Health approaches for zoonotic NTDs. Contribute to documentation of good practices, challenges, and lessons learned to inform regional guidance and future country support.

Output/s

Output 1: Strengthened planning, implementation, and monitoring of integrated NTD and malaria elimination activities in priority countries, with particular focus on the Philippines.

Deliverable 1.1: Provide technical inputs to regional and country level planning and implementation of integrated NTD and malaria elimination interventions, aligned with national strategies and the WHO NTD Road Map 2021–2030.
Deliverable 1.2: Participate in technical meetings, consultations, and coordination activities with WHO teams and national counterparts to support implementation of priority interventions.

Output 2: Improved quality and completeness of NTD surveillance, reporting, and elimination related documentation.

Deliverable 2.1: Support consolidation, validation, and analysis of NTD surveillance and programme data for regional and global reporting.
Deliverable 2.2: Provide technical inputs to the preparation and review of disease elimination and validation dossiers, as required.

Output 3: Enhanced delivery of priority NTD interventions, including Mass Drug Administration (MDA), health commodity management, and integrated approaches.

Deliverable 3.1: Provide technical support to planning, coordination, and monitoring of MDA activities, transmission assessment surveys, and priority disease interventions.
Deliverable 3.2: Provide technical inputs to strengthen planning, forecasting, and management of NTD health commodities and support integrated, people‑centred and One Health approaches.


Qualifications, experience, skills and languages

Educational Qualifications:

Essential: University degree in science, medicine, public health, tropical medicine, epidemiology, medical parasitology or entomology, from a recognized university

Desirable: Master’s degree (or above) in science, medicine, public health, tropical medicine, epidemiology, medical parasitology or entomology, from a recognized university. Postgraduate training in program management, health products management, and evaluation. Research training (e.g. Doctorate degree in relevant topic)

Work Experience

Essential: At least two to five years of work experience in public health disease control program activities, including experience in tropical disease control and elimination or research at international level.

Desirable: Experience in health systems development and operational research; knowledgeable with health partners-related initiatives; working experience in the Philippines.


Skills/Knowledge:

  • Thorough knowledge and understanding of neglected tropical diseases and their control/elimination.
  • Skills in health product management, health situation analysis, strategic thinking, program management and evaluation in promoting national capabilities at all levels.
  • Ability to travel and work in remote field conditions.


Languages and level required:

Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage.

Remuneration and budget (travel costs are excluded):

  • Remuneration - Payband level A – USD 5,000 per month
  • Living Allowance: - Payable only if internationally recruited, up to USD 2,100 per month, in accordance with applicable WHO policies.
  • Expected duration of contract - up to 11 months
