Job Title: IT Contract and Procurement Specialist

Location: Remote

Job Summary:
We are seeking a detail-oriented IT Contract and Procurement Specialist to support and manage IT procurement activities across multiple departments and programs. The ideal candidate will coordinate, organize, and analyze IT requirements; provide expert guidance on procurement processes, budgets, and contract utilization; and ensure compliance with applicable state regulations.

Responsibilities:

• Coordinate and analyze IT procurement needs from internal stakeholders.
• Provide guidance on IT purchasing, budgeting, and contract management processes.
• Utilize state-level contracts and ensure compliance with procurement and budget regulations.
• Maintain organized and auditable records for all contracts, solicitations, and work orders.
• Review time sheets and invoices against approved work orders and rates to prevent over-billing.
• Support internal and external audits by maintaining complete and accurate documentation.
• Develop and track budgets, financial forecasts, and project status reports.
• Collaborate with stakeholders to manage procurements, grants, and contracts.

Minimum Qualifications:

• 8 years of experience with Texas government regulations, laws, and practices related to:
• Procurement, contracts, and budgeting
• Capital and operational budgeting
• 8 years of experience in contract and procurement budgeting and forecasting.
• Strong organizational and analytical skills with attention to detail.

Preferred Qualifications:

• Certified Contract Developer (CCD)
• Certified Contract Manager (CCM)

Pay: $45.00 - $60.00 per hour
