Job Summary
The Infrastructure & Cybersecurity Project Manager is responsible for leading the planning, delivery, and assurance of complex infrastructure and cybersecurity initiatives. This role ensures projects are delivered on time, within scope and budget, while meeting security, regulatory, and operational requirements. The position combines project management leadership with cybersecurity architecture advisory to support secure-by-design outcomes across IT, cloud, and enterprise systems.

Responsibilities

Project & Service Delivery

• Lead end-to-end delivery of infrastructure and cybersecurity-related projects, ensuring quality, schedule, cost, and compliance targets are met.
• Establish and manage project plans including schedules, budgets, quality, communications, risk, and change management.
• Oversee integration of infrastructure and security components spanning networks, servers, cloud platforms, applications, and data migration.
• Monitor project financial health, manage forecasts, and resolve cost or schedule overruns.
• Track progress, manage risks and issues, and provide regular reporting to senior management and customers.
• Lead smooth transition from project delivery to operations, ensuring service levels, security controls, and compliance are maintained

Cybersecurity Design & Architecture Assurance

• Lead the design and evaluation of security controls for new systems, platforms, cloud solutions, and major transformation programmes.
• Provide advisory to project teams, solution architects, and engineers on system hardening, network segmentation, identity security, cloud security, and application security.
• Conduct architectural risk assessments and security design reviews, identifying weaknesses and recommending effective mitigation measures.
• Support security assurance activities by reviewing system configurations, deployment architectures, and integration designs against approved security patterns.
• Track architecture compliance, deviations, and remediation plans, clearly presenting risks and recommendations to stakeholders.

Capability Development & Technology Evaluation

• Identify and drive cybersecurity capabilities aligned with organisational cyber roadmaps (e.g. Zero Trust, identity-centric security, cloud‑native security, advanced monitoring).
• Evaluate emerging security technologies and lead proof‑of‑concepts to validate feasibility, effectiveness, and architectural fit.
• Support planning and implementation of strategic cybersecurity architecture initiatives

Stakeholder, Vendor & Team Management

• Engage customers, business units, engineering teams, vendors, and regulators to ensure solutions are practical, adoptable, and aligned with business needs.
• Manage contracts, procurement activities, and government‑approved vendors in accordance with public sector requirements.
• Lead and motivate multi‑disciplinary project and technical teams, optimising resource utilisation and performance.
• Communicate effectively with technical and non‑technical stakeholders, providing clear architectural, risk, and delivery insights.

Qualifications

Qualifications & Experience

• Bachelor’s degree in Cybersecurity, Information Systems, Computer Science, or related discipline.
• 8–10 years’ experience in infrastructure project management, cybersecurity architecture, or security engineering within complex enterprise environments.
• Active project management certification (e.g. PMP, CITPM).
• Strong knowledge of IT infrastructure, cloud platforms, and enterprise security architectures.
• In‑depth understanding of NIST CSF, ISO/IEC 27001, CIS Controls, PDPA, CCoP, and Singapore public sector security requirements.

Proven leadership, analytical, stakeholder management, and communication skills.
