Managing Director Of Workforce Development

PRC Baker Places is a non-profit residential treatment agency that has provided the San Francisco community with alternatives to institutional care since 1964. Our direct care professionals provide counseling and case management services to previously homeless adults living with co-occurring diagnoses of chronic mental illness and substance use disorder. All agency services are provided from the philosophy of social rehabilitation which integrates teaching daily living skills in a safe and healthy environment.

Position Overview

This senior level management position is responsible for providing leadership in setting the direction of the Workforce Development Program and monitoring the quality and level of services provided to clients. The Managing Director of WFD plans, supervises, and evaluates activities within the Workforce Development Program. This position demands a high level of strategic independent decision-making and initiative. The Managing Director oversees program design and works closely with the Chief of Programs and other staff as appropriate to set measurable goals for the program. The Managing Director is under the direct supervision of the Chief of Programs.

Primary Duties and Responsibilities

  • Participates as a member of the Senior Management team.
  • Oversees short- and long-range planning for the Workforce Development Program, to include setting strategic direction and development of effective program services, policies and procedures.
  • Oversees program objectives for government contracts and works in collaboration with the Chief of Programs to ensure all program goals and objectives are met.
  • Ensure the successful execution of government contracts by monitoring key performance indicators (KPIs), achieving compliance with contract requirements, and delivering measurable outcomes for staff and program.
  • Works closely with the Chief of Programs to determine appropriate staffing and service levels in accordance with program budgets.
  • Leads hiring process and provides supervision and evaluation for Workforce Development staff and subcontractors.
  • Facilitates standing team meetings where program staff engage in discussion regarding program planning and development, client services, trends analysis, government contract requirements and other issues relevant to the program.
  • Models ‘effective leadership behaviors to inspire and motivate staff to achieve organizational goals.
  • Effectively leads a highly productive team by fostering a positive, solution-oriented environment. Encourages collaborative problem-solving and evidence-based decision-making to drive progress and achieve program deliverables while maintaining team cohesion and morale
  • Ensures that the Chief of Programs is fully informed of program activities, recommendations, decisions and program initiatives, particularly as they affect PRC’s overall operations.
  • Maintains and enhances strategic relationships within the community and cultivates potential collaborations or partnerships that could enhance the program and services
  • Acts as the primary spokesperson for the Workforce Development Program
  • Works collaboratively with other departments to align program goals with organizational objectives
  • Prepares program reports for submission to Board of Directors


Minimum Qualifications


  • Bachelor’s degree in Business Administration, Public Administration, or equivalent.
  • Experience or certification in CARF Accreditation and grant management preferred
  • Three to five years of experience in a senior level management position.
  • Experience in vocational rehabilitation with an understanding of workforce development.
  • Excellent supervision skills, managing high functioning teams.
  • Excellent time management, organizational, crisis management and mediation skills.
  • Experience in managing government contracts and private sector grants.
  • Ability to run and analyze program related reports
  • Excellent oral and written communication skills
  • Ability to prioritize multiple tasks.
  • Ability to make decisions in accordance with established policies and procedures.
  • Ability to maintain confidentiality.
  • Strong outreach and marketing skills.
  • Sensitivity to people with HIV/AIDS, low-income individuals, people of color, people with psychiatric disabilities, sexual minorities, gender minorities, active drug users, people with a history of homelessness or incarceration.
  • Spanish speaking highly desirable
