About Our Opportunity
NSPHA is seeking a Policy Analyst to work in the Corporate Services office in Halifax on development and implementation of NSPHA operational policy. Reporting to the Manager, Corporate Policy & Strategy, the Policy Analyst provides high-quality, data-driven research and analysis, policy and process development, evaluation and monitoring to support informed decision-making on public housing priorities.
The Policy Analyst is responsible for supporting the development and implementation of corporate policy functions within the NSPHA. This includes reviewing policy, assessing programs and completing statistical analysis and research.
Primary Accountabilities
· Undertakes research, development and analysis of policy options and makes recommendations on a broad range of issues to inform the decision-making process.
· Works with cross-functional project teams comprised of internal staff and internal/external stakeholders to support policy and program development, monitoring, and evaluation.
· Determines data requirements and designs procedures to gather and analyze data, ensuring accuracy and protection of privacy through data management.
· Supports policy and program review through statistical analysis.
· Assists with the design of performance and system outcomes measures, and the development of key performance indicators.
· Supports business planning and accountability reporting for the NSPHA, program, and policy development and evaluation.
- Prepares briefing materials as required, including visualization of relevant housing data to support evidence-based decision-making.
Qualifications and Experience
- Bachelor’s degree in a related field, or an equivalent combination of education or experience.
- Experience in the planning, development and implementation of policies or programs.
- Experience with policy interpretation, evaluation and review.
- Strong research and analytical skills, including experience collecting, analyzing, interpreting and presenting information and qualitative and quantitative data.
- Excellent verbal and written communication skills, including demonstrated experience providing advice on organization decisions.
- Experience working collaboratively across inter-organizational teams.
· Proficient in the use of MS Office 365 including Word and Excel.
Assets
- Experience in policy development, monitoring, and evaluation.
- Strong foundation in statistics and statistical visualization.
- Understanding of housing issues and priorities.
- Project management experience.
- Understanding of IT systems and how they interact with policy.
- Experience consulting with and engaging stakeholders.

Salary Range: $74,589.00 - $96,966.00 annually
Work Week: 35 hours
