General Description

As a Data Analyst II, you’ll be at the intersection of data, insight, and action by partnering with internal and external stakeholders to uncover needs, transform complex datasets into meaningful reports, and reveal the stories hidden in the numbers. From cleaning and refining data to identifying trends, resolving data quality issues, and supporting data-driven recommendations, your work will directly influence innovative strategies and better outcomes. The Railroad Commission of Texas (RRC), recognized as a worldwide leader in the regulation of oil and gas exploration and production, seeks a Data Analyst II to provide data analysis, data management, and research work in the Critical Infrastructure Division (CID). Major responsibilities include analyzing, maintaining, and enhancing divisions existing databases, resources, and tools. Creating and reporting CID KPIs to stakeholders. Performing data clean-up and transformation, including migration of CID data from existing databases to new databases. Coordinating and communicating as needed with RRCs Information Technology Services Division. Works under general supervision, with limited latitude for the use of initiative and independent judgment.
Essential Job Duties
- Analyzes data using standard statistical tools, methods, and techniques.
- Consults with internal and external customers to identify user needs.
- Compiles and queries data and creates reports.
- Interprets results to identify significant differences in data.
- Cleans and prunes data to discard irrelevant information.
- Assists in developing methods for mitigating data issues and deploys those methods to correct issues.
- Assists in preparing technical reports to present and interpret data, identify alternatives, and make and justify recommendations on data revisions.
- Assists in identifying and interpreting data patterns and trends and assessing data quality.
- May develop and implement databases, data collection systems, data analytics, and other strategies that optimize statistical efficiency and quality.
- May establish and maintain standard work procedures governing the appropriate use of data.
- Performs related work as assigned.

Minimum Qualifications
- Graduation from an accredited four-year college or university with major coursework in Data Science, Business Analytics, Computer Science, Computer Information Systems, Management Information Systems, Mathematics, Statistics, GIS, Geology, Engineering, or a related field.
- At least two years (2) of experience in data analysis, data management, research, compilation, and reporting work.
- Experience in Python, VBA Script, and SQL.
- Experience and education may substitute for each other on a year-for-year basis.
Preferred Qualifications
- Experience using and maintaining data in ESRI ArcGIS, MS Access, MS Power BI, and/or IHS Petra.
- Development experience using modern programming languages.
- Experience with Salesforce, Salesforce reports, and /or Salesforce development.
- Experience in oilfield operations.
- Knowledge of the Railroad Commission's rules, policies, and procedures.
- Licensed as a Professional Engineer (P. E.) or Professional Geoscientist (P. G.) in Texas.
Knowledge, Skills, and Abilities
- Knowledge of statistics and analyzing data sets; of running queries, report writing, and presenting findings.
- Knowledge of data models, database design development, data mining, and segmentation techniques.
- Knowledge of record keeping, including security procedures for handling, protecting, and distributing confidential information including office procedures and protocols.
- Skilled in the use of computers and applicable software, in analyzing problems and devising effective solutions conducting data searches, in evaluating and translating large amounts of data, and in critical thinking.
- Skill in communicating effectively verbally, in writing, and through visual aids.
- Ability to compile, review, and analyze data; to prepare reports; to maintain accuracy and attention to detail; to plan and coordinate projects.
- Ability to work independently and on a team.
- Ability to maintain professional appearance and demeanor.
- Ability to discern colors and read diagrams, charts, maps and reference materials.
- Ability to work in-office Monday – Friday, 8:00 AM – 5:00 PM with occasional flexible hours and weekends.
Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agency’s approved Telework Plan. Alternate work schedules may be discussed with the hiring manager during the interview process.
