Our Professional & Technical Services Unit provides specialist in‑house survey, design,environmental planning and project delivery expertise for Council. We are committed to delivering sustainable, resilient, innovative and cost-effective infrastructure solutions while maintaining high professional standards and fostering strong partnerships with our business partners.
Our Environmental Planning team delivers high quality technical advice, design solutions and input to ensure projects conform to appropriate standards and achieve the best whole of life costs of ownership outcomes.
About the role | Ko te mahi nei
As Team Leader – Environmental Planning, you’ll lead the day‑to‑day operations of our Environmental Planning team, ensuring the delivery of high‑quality environmental planning advice and design solutions that support sustainable, compliant, and best‑value project outcomes. You’ll bring strong technical judgement and a collaborative approach to ensure projects meet District and Regional Plan requirements, national standards, align with Council priorities, and contribute to long‑term asset and environmental objectives. Working closely with teams across Council and external partners, you’ll guide coordinated planning, drive best practice, and foster a positive, high‑performance culture.
Key responsibilities:
- Lead, mentor, and develop a high‑performing environmental planning team
- Provide expert technical advice and direction to staff and project teams
- Promote best practice, collaboration, and alignment with Council values
- Ensure projects meet scope, budget, quality, and statutory requirements
- Support integrated planning and design across Council units and stakeholders
- Oversee delivery of planning advice, engagement, and policy contributions
- Build strong relationships with consultants, government agencies, and partners
- Represent Council on environmental planning and technical matters
About you | Ko Koe Tēnei
You’re an experienced planning professional who brings strong leadership capability, excellent communication skills, and the ability to build effective relationships across complex environments. You mentor others with confidence, work collaboratively with stakeholders, and navigate planning and project challenges with sound judgement and a solutions‑focused approach.
You will also bring:
- A postgraduate degree in Planning or a relevant planning‑based qualification (e.g. Resource Management)
- Professional registration with NZPI, EIANZ, or another recognised resource planning body
- Significant post‑graduate experience, including 3+ years in a similar leadership role within a large or complex organisation
- Proven experience developing, mentoring, and leading people
- Demonstrated experience in local government asset management planning, policy, environmental resource management planning, and project delivery
- Strong experience in consultation and managing internal and external partnerships

- Hours of work - 37.5 - 40 hours per week
- Position - Permanent, full-time
- Location - This position is primarily based at Te Hononga, Christchurch City Council Civic Offices - 53 Hereford Street
- Salary - The salary band for this position goes from $135,907 - $151,008 per annum based on a 40 hour week. Starting salaries will be based on knowledge, skills and experience the successful candidate brings to the role, and relativities both, within the immediate team and in the broader organisation for the same or similar roles.
