Terminal Manager

Position Summary

This position manages the operations of a multi-product, bulk liquid marine and /or pipeline terminal. Directs inventory management, product quality assurance, community relations, regulatory compliance, assets protection, maintenance and capital projects, and supervision of terminal personnel and operations.

General Duties and Responsibilities:

  • Lead and supervise all operations in a safe and efficient manner to ensure compliance with all applicable safety, environmental and regulatory requirements including safety programs, USCG Operations, OPA 90, DOT-PHMSA, US EPA, Clean Air Act, Clean Water Act, etc.
  • Serve as the local subject matter expert and main point of contact for regulating agencies including but not limited to, CalFire, PHMSA, Bay Area Air Quality Management District, California State Lands Commission, US Coast Guard, Environmental Protection Agency, etc.
  • Responsible for effectively leading, developing, managing and motivating terminal employees. Directs and supervises the activity of contract service providers.
  • Plans and actively engages with operators and schedulers to execute safe product movements while ensuring the protection of product quality and enabling efficient operations.
  • Ensures accountability of product inventory. Supervises timely, complete and accurate inventory measure and quality monitoring of products at the terminal.
  • Manage personnel scheduling, including shift assignments, overtime and vacation coverage consistent with operational and budgetary requirements.
  • Shares in leadership of the recruitment and hiring process of terminal employees.
  • Oversees and ensures compliance with all Company Policies and Procedures.
  • Keeps informed of customer contract obligations.
  • Conducts and enables professional communication with customers consistent with contract obligations.
  • Develop operating expense, major maintenance and capital budgets for review and approval. Implement approved budgets and track business unit performance.
  • Optimizes operational integrity and reliability of terminal assets. Conducts/administers and reports results of routine facility and equipment inspections.
  • Identifies capital projects and maintenance program requirements, to include estimates of costs and/or value justification.
  • Oversee the development and execution of capital project(s), major maintenance projects and tank inspection requests. Coordinate the AFE Development and Project Execution with applicable departments.
  • Provides oversight and integration of all projects and activities at facility – eliminate conflicts, enable coordination, enhance work efficiency.
  • Provides development input to, participate in management and responsible execution of terminal operating budget.
  • Execute operations consistent with budgetary expectations and overall organizational goals and objectives.
  • Enables facility and equipment reliability. Schedules and coordinates terminal maintenance whether carried out by company employees or third party contractors. Tracks and reports work progress.
  • Serves as Incident Commander for terminal in the event of safety/emergency situation.
  • Other duties as assigned.

Position Qualifications

Knowledge, Skills and Abilities:

  • Working knowledge of and disciplined compliance with health, safety and environmental regulations related to bulk product terminals are essential.
  • Ability and willingness to exemplify safe, efficient and accountable terminal operations. Lead, mentor and empower terminal staff to do the same.
  • Ability to apply management/operations procedures, ensure compliance with regulatory requirements and promote customer satisfaction.
  • Clear and accurate writing and speaking skills – effective in communication with terminal staff, company contacts, customers and regulatory community.
  • Must be able to supervise contractors in accordance with company policies and procedures.
  • Intermediate to advanced math skills are required.
  • Skillful use of computer applications such as Microsoft Office is expected. Extensive knowledge and experience with terminal automation software - such as Toptech - preferred.
  • Ability to learn and effectively use TransMontaigne inventory management processes, Human Resource tools, and administrative support systems.

Experience, Education, Qualifications:

  • Minimum of (5) years’ of petroleum industry, pipeline and/or terminaling experience is required. Supervisory or leadership experience expected.
  • Minimum of a High School Diploma or equivalent required. Bachelor’s degree or equivalent work experience preferred.
  • Possess and maintain a valid driver’s license.
  • Must be able to obtain and maintain a Transport Worker Identification Card (TWIC).

Travel:

  • Up to 10% travel required.

  • May supervise work in confined spaces (i.e. tanks, between compressors, vessels).
  • Normal dexterity of hands and fingers.
  • Normal coordination, including eye-hand, hand-foot.
  • Normal endurance.
  • Normal concentration/intensity, which includes prolonged mental effort.
  • Normal memory, taking into consideration the amount and type of information.
  • Normal complexity of decision-making.
  • Ability to make sound decisions under pressure.
  • Normal ability to see, distinguish colors, hear, smell and taste.
  • Normal sense of touch.

While performing the duties of this Job, the employee is:

  • Regularly exposed to outdoor weather conditions and temperature extremes, cramped spaces, loud noises, chemicals and fumes, dust, heights or work safety hazards.
  • Regularly exposed to work in high, precarious places.
  • Regularly exposed to moving mechanical parts, hand tools and small to medium-sized power tool use.

The noise level in the work environment is usually moderate.

This position is required to be performed at the work site during regularly scheduled hours. Physical presence at the work site is required.

Hiring Range:

  • $155,000 - $165,000 (Dependent on Experience)
